There was no need for showy jumbo jets or battleships; Validus was a neighbor, and their capitol in easy reach by helicopter. Dr. Hassan al-Basri preferred flying to driving, so the heliport, not the street, was his first experience walking on Valideen territory. It was raining heavily. The forcasters had predicted a tropical storm, but it had weakened by this point, and its winds had faded. Now it just dumped sheets of rain onto the city.
The door leading from the heliport to the main building opened slightly, inviting him in. Obviously the Valideens didn't want to be out in this. Hassan ran to the door, and shut it quickly behind him when he was safely inside. There was no speech for a few seconds, as all that were present listened to the helicopter take off and depart for Taipei.

A man carrying an closed umbrella in his left hand walked up to the delligation from the G-C, with his right hand extended he welcomed their neighbours with a hand shake, "I am Deputy Prime Minister Karl MaCay, if you will follow me I will escort you to the 'convoy' to take us to the Two-Four,"

"Pleased to meet you, Deputy Prime Minister. My name is Hassan al-Basri," said Hassan, pausing to wipe drops of water off the sleeves of his overcoat before following MaCay down the stairs. The car ride was short and uncomfortable, everyone still being wet, and the dampness setting the general tone.
"Here we are," Hassan heard MaCay say, as they stepped out of the car and ran to the doors of the Two-Four.

They walked into the large central room of the two-four, McKay took their coats "Prime Minister Lenny Incent will be here shortly, he had a meeting. may I entertain you to some snacks and perhaps a drink while we wait."
"That wont be necessary Karl, the meeting ended sooner then expected," stated a man descending the stairs.
"Mr. al-Basri, may I introduce Prime Minister Lenny Incent. The man who helped us threw the HIVEs crisis."
The prime minister walked up to Hassan al-Basri and shook his hand in friendship.

"Congratulations, Prime Minister," said Hassan, not knowing what else to say. He sat down in the chair the Valideens had kindly provided. They had called him here, they would open the talks.

Prime Minister Incent sat down on the chair next to Mr. al-Basri. A table sat between the two chair, two glasses with a large pitcher of water was placed on top of it. "Well, thank you for coming Mr. al-Basri. It has been a long time since we last had formal contact with your government, due to the quarantine we imposed on our selves due to the virus. I would like to thank you for your nations assistance during the early days of the crisis, I would like you to know that we have in fact found a vaccine that will combat the HIVEs virus."
The Prime minister took a drink from his glass of water, "We in the government would like to formulate a Trade Treaty between our two proud nations. As well as an update on your governments foreign policy, as we are basicly blacked out from the outside world, for our fear of spreading HIVEs."

"Our government's policy is one of friendships with everyone, if at all possible, Prime Minister," answered Hassan. "Of course we're interested in a commercial treaty; the old one expired some time ago. I have been told to ask for a clause regarding the canals, which was absent in the old treaty; we'd like to use them for commercial purposes, and we'd like them barred to all military vessels other than Validus'"

"We will not allow any non-Valideen Military vessel access to our canals now, so I can assure you that the request is not a problem. We in Validus would like to create a free trade agreement with you, to help trade between our two Nations." The president took another drink from the glass, "Also Mr. al-Basri your government may be concerned about the large number of this nations Military personnel along our shared boarder. I would like you to know that with HIVEs eradicated in Validus, we will begin standing down the majority of those soldiers."

"We actually never had a problem with Valideen units on our common border. We still remember Validus' aid against the Nationalist government, and would not suspect Validus of any ulterior motive in keeping troops there. However, if you wish to redeploy them, do as you wish." Hassan reached into his case. "I have a copy of the old, expiered reciprocity treaty, with the changes we'd like made, if you'd like to see it." He put it on the table, within the Prime Minister's easy reach.
Validus-Gallipoli-China Reciprocity Treaty
Article 1. There shall be no tariffs on raw materials trade between Gallipoli-China and Validus.
Article 2. Gallipoli-China and Validus will grant each other most-favored-nation status in the trade of manufactured goods
Article 3. Neither Gallipoli-China nor Validus will trade military hardware with the intent to resell it to a third party. All Valideen hardware traded to Gallipoli-China will remain in Gallipoli-China, and all Gallipoli-Chinese hardware traded to Validus shall remain in Validus.
Article 4. In keeping with already established Valideen law, no non-Valideen military vessels shall be allowed to transit the Liberty and Freedom Canals.
Article 5. Gallipoli-China's access to the Liberty and Freedom Canals for its merchant ships shall not be abridged by Validus. Validus may set tolls for the canals as it wishes.
Article 6. Validus is allowed unrestricted fishing rights in Gallipoli-Chinese waters south of the 400th parallel of North latitude.

"Hmm," the Prime Minister read it over, "Ok, of course this would need to be talked over longer between the trade and foreign affairs ministers of our respective nations. I would like to add some alterations to the old treaty, it is a good one, but we feel we need to add some new well additions," The Prime Minister read out the revised treaty, emphasizing the new points.

(A ship carrying dangerous Cargo can be denied access to the either Canal, if deemed a hazard)
Article 6. Validus is allowed unrestricted fishing rights in Gallipoli-Chinese waters south of the 400th parallel of North latitude.
Article 7. Guest worker passes will be issued to citizens of either nation if employment requires them to relocate to the nation which they are not a citizen. (The Governments of Gallipoli-China and Validus may deny Guest Worker passes if said Worker has a Criminal Record or is deemed a security threat)
Article 8. The Nations of Gallipoli-China and Validus will perform annual Joint Military exercises as a threat to one nation is a threat to both nations, due to their geographic location.

"Not at all, Prime Minister, though the bit in Article Five about corporately owned ships is...unnecessary." They shared a laugh at that. "I must say that I hadn't given thought to join military exercises or guest workers; this treaty is far more comprehensive than the last."

"Well I figured greater cooperation between our two Nations, especially now since the HIVEs crisis is over. Speaking of HIVEs, we have created a surplus stock of the Vaccine for shipment to your nation, free of charge. For we feel the best prevention is free."

"We thank you. Speaking of such things, has the Jutensan rice plague spread to northern Validus? We've been recieving reports of it in Xanadu Province, but so far it hasn't spread farther than that."

"We have had reports in boarder towns, but due to the laws enacted for the HIVEs virus, we were quickly able to quarantine them and get the necessary medical aid to them."

"Good, I'm glad to hear it."

"Mr. al-Basri, our two nations are formed an inseparable bond of friendship during your revolutionary war. I would like to, on behalf of the Citizens of Validus and their government, say thank you during this nations crisis. Your medical and scientific aid during the opening months was crucial in curtailing the spread of the infection for close to a year. So on behalf of Validus, thank you." The prime Minister stood with his right hand out reached for a handshake.

Hassan eagerly shook the proffered hand. "You're very welcome, Prime Minister. We would do all that, and more, to aid our friends in Validus."

"Now Mr. al-Basri, do you like Lobster?" asked the Prime Minister.

"Good, follow me and we will talk some more over some dinner," The Prime Minister stood up, "We will be having fresh Lobster, shrimp, potato, as well as some fresh salad. So I hope you're hungry." Said the Prime Minister with a Grin.
