Any nation that wishes to hold bilateral talks with the Empire of Saletsia in order to have economic or/and military agreements on any level may send proposals to this section of the Saletsian Foreign Ministry.

The Defense Ministry House of New Delfos

We would like to propose basic military agreements with the Empire of Saletsia. Starting with a non-aggression pact, and a protection pact, similar to the one we use with Canada/Quebec. This protection pact says that we are able to aid each other in times of need, if opposite factions throw each other to opposite positions we will not enter in conflict, and we cannot meet in the battlefield. The protection pact is also meant for cooperative military forces, if our goals meet the same way we can strike together as a joint force. Basically we are re-activating the cooperation values that were lost when Saletsia disrupted from the UASS. Most of this values are already in motion in Utopia.
About Utopia, several ministry houses contacted us asking when is the City of Speranza to be built, and to inform the Saletsian that they will soon enter in contact to discuss economic, transport and cooperation issues in Utopia.

Basically we will be entering a non-aggression treaty with New Delfos and a voluntary mutual defense treaty, meaning Saletsian and Delfian forces shall not engage in aggressions against each other but reserve the right to help each other when wanted, though support is not obligatory.
Please confirm if this is what you would like to sign with the Empire of Saletsia.

Yes that's it, we call it protection pact. Some of our ministers could go over and check the document for themselves, if everything fits our expectations it's signed right there. I ask permission that 5 of my men stay a week in the Empire of Saletsia to update our data source of Saletsia (and CL) and it's culture, under your protection. They will also take few documents that you should see, discussed after signing the document.

ooc: no need to RP them going there, the treaty is signed. If my 'delegates' should find anything suspicious like oppression to the people or monopolized corrupt economy or whatever, you should tell me, but basically, since they are under your protection, you only show what you want. Those delegates are there to report cultural, social, political changes of Saletsia, more for our knowledge database than any incriminatory pursue. For example, it's a good reading if we register not such great impact on society but economy level rises up with the beginning of the empire, etc.

A day after the confirmation of the invitation  Dr. Juan Zapata landed in Winnipeg stepping out of a private jet bearing Imperial Saletsian colors. He waited for an escort to show him where to go to. With him, he had a suitcase and a laptop.

A limo pulled up and a man in a suit got out. "Dr. Juan Zapata? I am William Mackienzie. I am the aide of Chancellor Yuri von Hessian. He will see you in place of the Kaiser and Kaiserin." The two men got into the limo and drove to the palace. Two guards escorted them to the Chancellor's office. William opened the door. "This is where I leave you." Juan Zapata went in and saw the Chancellor. He looked up. "Ah, Dr. Zapata. I am Chancellor Yuri von Hessian. Welcome to Canada-Quebec. I hope your flight was fine. Would you like a cigar? Or a glass of our finest wine?"

Dr. Juan Zapata was delighted by the warm welcome of the Chancellor.
"An honor to meet you, Chancellor Yuri von Hessian." Reminding himself of the offer:
"I'd have some wine, thank you...but no cigars for me. My flight was indeed wonderful, it was my first time to board a plane and leave Saletsia actually and imagined it to be more negative", he smiled and got the glass of wine offered to him by the Chancellor, "So, I have been sent to discuss economic and military ties with your Empire. I am very interested - so is my nation - in the level of cooperation you and yours thought of."

Chancellor Yuri poured his own glass. "Well, I personally know that Salestians make wonderful allies and friends. It took me a while to convince the Kaiser, but his wife was able to change his mind." Dr. Zapata was confused. "What do you mean that you know that Salestians make good allies?" Chancellor Yuri laughed. "You remeber the Canadian Civil War." The doctor nodded. "I was the leader of the Red Liberation Front. Your former government helped us and I thought we should help your new government in return of the favor. Upon signing of this treaty, our Empire is willing to send soldiers to help you  in that business in former Utopia. But first I would like to see this treaty so I can sign it." Dr. Zapata handed him the treaty. Chancellor Yuri read through it and nodded. "I like this. I will sign this for the Canada-Quebecois Empire." He took out a pen and signed it.

Dr. Juan Zapata looked at the treaty and read it again.
"A mutual defense treaty? That means Saletsia would have to help you fight a foe in case of a war? Can we not make that voluntary? Since it may be possible that PI someday wages a war against a nation we have a non-aggression-pact with. In such cases we will be forced to remain neutral. I hope you understand."

"Alright. I understand. The alliance will be a free trade and a voluntary military alliance." Luckily, the Chancellor had a spare with the voluntary defense treaty. he signed that and gave it to the Salestian represenative.

Dr. Zapata was glad, the Chancellor understood his position on the treaty and signed it as well.
"There, signed and sealed."
Then he got informed by a beeper of a message
"Excuse me, Chancellor." Juan read the message and smiled.
"Oh Chancellor, I just got a message from the Empress asking if the Canadian-Quebecois Empire is interested in former Utopian lands? As far as we are concerned other UASS nations did not really do anything much in the area unlike Saletsia - hence we have a lot of workers there already and a stable infrastructure as well as a significant military presence. If you wish, you can send your troops and equipment to Heshaidon's international airport and move on from there. Of course we offer you our support."

"Thank you. We will send  workers and others to the airport. But I am sending General Thomas Richards and the First Paratrooper Army in to secure the region until the workers arrive. Give your Empress my regards." They finished their wine. "It's a long flight back to Salestia, and your probably tired. I invite you to stay in the Imperial Palace and take a tour of our country. Then tommorow, if you wish, I can have a limo drive you to the airport."

My forces cannot match an invasion force. They are only there to protect the citizens of New Delfos. Without proper support, we will have to active a civilian rescue and retreat protocol.

OOC: Okay, they will be used to protect areas the air-force cannot protect. and some will be used to protect cities
