The owner shouldn't yell at customers, but the parent needs to do something about their crying toddler.

You are all heartless traitor babies. There's no excuse for a grown adult and restaurant owner to berate a two-year-old.
EDIT: Apparently people will be going there with their children en masse some day this week (I don't remember). If I didn't have to pay for the food and therefore give money to the adult-sized toddler who runs this joint I would find a baby and bring it.

While I believe the owner shouldn't have yelled at the toddler (she should have told the parents to quiet their baby or leave) the parents should have calmed the baby. There is no excuse for inconsiderate parents allowing their children to irritate the people around them. Clearly the baby required assistance of some sort from his/her parents.

If the child was crying for the better part of an hour, why didnt the parents just leave? Did they really have to stay and disturb everyone else?

The owner of the diner should have spoken to the parents politely about their child's crying before escalating the situation (which maybe she did, we weren't there so we don't know). It's not okay to just start shouting at a toddler.
That being said, the situation was the parents' fault in the first place. If you cannot quiet your child in a reasonable amount of time, leave the public eating place where you are disrupting everyone else's meal. Sticking around while your child screams for an hour straight is unacceptably rude, inconsiderate, and just fucking obnoxious.
By the way, I do not think it is wrong to politely admonish a stranger's child when they misbehave in an establishment you own. It's not okay to do so in a threatening or frightening manner, but if parents refuse to do their job others should not have to suffer in silence.
