There's plenty of high-end well built vacant homes / buildings around here, I'd never have to live "outside". For instance I know where some rich houses are pretty vacant almost all year long as I've discovered a back-road to a private enclosed rental summer houses connected to a Hilton resort...the ones furthest from the resort are usually empty. :D In my city we've had buildings that were very close to be finished but the company went under and never finished the buildings (and nobody wants to invest in buildings atm), they're well built, marble grounds, already have some kitchen furnishings, I've actually met and "interviewed" a homeless living there, he showed me around and it was not that bad, we even proposed the sports pavilions to have the showers open really early for the homeless. I've got some pictures if you interested, I took them.

He made this bed out of kitchen furnishings, you can see the apt is pretty close to done, there were windows placed and all that.
