Having discussed and somewhat formalized what we expect of our Delegate, I think it's time to discuss what we expect of me.
For starters, I'd like to have a term, with elections working the same way as specified in the Delegate law.
Right now, my only formal power is approving new citizens, but I've become an informal speaker of sorts. Is that something we want to formalize?
And finally, are there any other duties that we think the Citizen-Initiator should be responsible for?

Very much in favor of making "Speaker" type duties an official part of the Citizen-Initiator position. Hear, hear!

A similar term limit would be nice though I would like to see such staggered from the Delegate election. As for formalizing the informal duties I think such is a good idea. Otherwise nothing to add.

Quite agreed, forgot to mention setting a term. Staggered from the Citizen-Delegate election would be ideal so shall we use the same term length for both positions?

1. Qualifications and Election
1. Any citizen of Taijitu may stand for election to the office of Citizen-Initiator.
2. An election for Citizen-Initiator will be held if three months have passed since the start of the previous election, the Ecclesia chooses to hold an election by a majority vote, or the office of Citizen-Initiator is vacant.
3. Regular elections for Citizen-Initiator will be staggered one month after the last Citizen-Delegate election.
4. No person may serve as Citizen-Initiator for more than two consecutive terms.
5. The Ecclesia may remove the Citizen-Initiator by a majority vote.
2. Powers and Responsibilities
1. The Citizen-Initiator will review and approve citizenship requests according to law.
2. The Citizen-Initiator will serve as presiding officer of the Ecclesia.
3. The Citizen-Initiator will be responsible for moderating debate in the Ecclesia, recording the results of votes, and making rulings on procedure.

How about instead of specifying holding an election 3 months after the last election, we specify holding an election 1 month after the delegate election?

I can get behind this. As long as they are staggered.

The problem I see with staggering by having an election one month after any Citizen-Delegate election is that this could result in a Citizen-Initiator's term being cut short through no fault of their own because an early CItizen-Delegate election happened because the office of was vacant for some reason, or the Ecclesia called one.
I think a better way of ensuring there's a staggering is to replace clause 3 in the original proposal with one saying that a regular election (that is one triggered by the end of a term) that would fall within a certain period of time of a delegate election is delayed by a month. The one downside to this would be that occasional a citizen-initiator might server a four month rather than three month term, but hopefully most of our elections are going to be regularly scheduled ones and once they're staggered they'll stay staggered for a long time, so this would be a rare occurrence.
Another solution would be to leave clause 3 out of the original proposal and just rely on the fact that the elections area probably going to be staggered for the foreseeable future anyway just by virtue of our most recent elections for the two offices being out of sync to begin with.
A more minor note, for article 2, I think clauses 2 and 3 could be collapsed into one. I've also been maintain legal records and running elections, I don't know if we want to legally mandate either of those.
