Reform the office of delegate

I believe that the office of delegate should have more powers, or at the very least stop being a neutered shadow of its past self.

Maybe, let the delegate have the final say in foreign affairs, or let the delegate have some sort of executive order type deal.

I thought it already had great autonomy on foreign affairs. Executive order would give delegate absolute power if without proper restrain which is not ideal but who cares?
