Title: Shagras territory expansion

I have RPd with the nation of Bustos an expansion of shagras territory (in securing the Border), I would appreciate this being put to a vote.

I do, but they're the same objections I always have, and it's really not worth listing them again, particularly as they're never acknowledged.
