An AIDS virus vaccine does currently exist, in fact there are multiple versions.  However they are worthless as the AIDS virus constantly mutates generation after generation in an infected body rendering any vaccine useless.  These vaccines were amongst first attempts to combat HIV.

Retrovirus drugs, that attack the reproduction process of the virus, work at keeping the HIV numbers down (which a person will then never suffer from AIDS), assuming you can afford the costs of the prescription.

meh the uichi ryans just kill off anyone in their nation who has such a devestating virus. its the most efficient preventaative. also for their manipulation of the genepool (hence those crazy looking uicho ryans) they utilize retroviruses to spread the genes they wish to be put into place.
