I exercise my SOLEMN RIGHT as a CITIZEN OF TAIJITU and a MEMBER OF THE PROGRESSIVE PARTY to call this FIRST FORUM-BASED CONGRESS of the POST-REVOLUTIONARY PROGRESSIVE PARTY. In a PATRIOTIC AND REVOLUTIONARY SPIRIT I choose to DISREGARD THE BYLAWS and demand this Congress be held IMMEDIATELY and IN THIS FORUM.

I CALL UPON CITIZEN-SERGEANT DYR NASAD TO ATTEND.
I CALL UPON CITIZEN ELUVATAR TO ATTEND.
I CALL UPON CITIZEN-INITIATOR GULLIVER TO ATTEND.
I CALL UPON CITIZEN FUNKADELIA TO ATTEND.
I CALL UPON CITIZEN ZIMMERWALD TO ATTEND.

To be discussed at the FIRST FORUM-CONGRESS of the POST-REVOLUTIONARY PROGRESSIVE PARTY:

1. What should the POST-REVOLUTIONARY PROGRESSIVE PARTY stand for? What values shall we affirm?
2. Who shall be Chairperson of the Progressive Party?
3. Who shall be Spokesperson of the Progressive Party?
4. What is our place in the GLORIOUS DIRECT DEMOCRACY of the Ecclesia? How should we determine party opinion on proposals?
5. A GLORIOUS UNVEILING of the new LOGO OF THE PROGRESSIVE PARTY.

I don't know if it is appropriate to self nominate, but I have yet to take on any real responsibility within Taijitu. If I am to take on further responsibility within Taijitu, I feel I should have some reference, I think the job of Speaker for this Congress could be good experience for myself.

In regards to the poll, I see no reason we can't append a poll as needed for each motion and remove it as we come to an agreement - after recording the results, of course.

I have opened a poll. It will be open for two days or until one option has a majority of votes (4, considering our party roster).

I, Stone Shark, as Speaker of the First Congress of the Post-Revolutionary Progressive Party hereby call this congress to order.

As speaker I hereby open debate on the first issue at hand, which is:

What should the Post-Revolutionary Progressive Party stand for? What values shall we affirm?

I call upon all Congress Members to comment.

Debate shall be held for a Maximum of two days. Afterwards a vote shall be held to determine the Prop's official stance.

I believe the ProP should commit itself to defenderism in gameplay and support of a continuing direct democracy.

In addition I think the ProP should consider encouraging its members to vote as a united block.

I would also like to humbly request the Speaker allow debate to remain open one more day. Many of our members can only get on the forums on weekdays and I'd like to allow them to comment as well.

I'm not sure whether we should include a commitment to voting as a block in our declaration of principles. Are we truly democratic centralists?

I'd suggest that following this preliminary discussion phase, we take a day or two for people to submit actual written up declarations of principles, based on this dialogue.

I support the "declaration of principles" proposal wholeheartedly. You also make a good point about block voting; while there will certainly be issues that need a unified front to pass, we can always encourage an "official" ProP position on those independently rather than come up with one for each minor proposal that floats by.

I think in general we should narrow our principles to apply to NationStates as best we can, rather than have sort of abstract values that can't really be applied to the game without a lot of work. The new Bill of Rights is a great example of cutting out the abstract things in favor of something actually practical. Now in general I think the ProP has always been pretty good about keeping things practical, but it's just something I'd like to point out.

Support of regional sovereignty makes sense. Would it make any sense to adopt a position regarding World Assembly issues at all, or is that too abstract? As for block votes, like Myroria says we can adopt positions on bills on as needed basis and encourage people to vote a certain way, but I don't think we have any mechanism by which we can actually force people to vote a certain way.

I think we should GA resolutions that favor traditional progressive ideals.

As for the SC - everything there is caked in so many layers of bullshit we should decide our position on any important ones individually, after decoding it's language and intent.

I was going to post in this thread but then this post made me not have to. Just imagine me saying this a second time.

I'll extend debate for two more days. Sorry guys, I have a lot of school work.

Here I am referring to the UDL and TITO. I have not seen any defending work from them in a while. Though I like the work Lazarus is doing though.

While this vote is underway, I would like to discuss the next matter at hand: the Secretary and Spokesperson. I think it would be simplest and easiest to consider these two position together.

Article 4 of the Party Charter states that:

Article 4: Party Offices

1. There will be a Secretary, responsible for administering the records, votes and elections of the party and a Spokesperson, responsible for administering the recruitment, campaigning and public relations of the party.

2. Any member may convoke a Congress whose business shall be to elect one or more Officers at any time to any office to which the Congress calls an election.

3. All offices will be elected by a Condorcet vote. Any ties will be broken in favor of the most senior member.

4.. Any officer may tender a letter of resignation to the Secretary at any time. If an officer does so, an election for the position will be held. If the election concludes successfully and a new officer is elected, the former officer will be relieved of their office and the newly elected officer will take their place. If no new officer is elected, the officer’s letter of resignation will be refused.

Relevant part, describing the party offices and their duties, is in bold. At this point I open the floor to nominations for these offices as well as suggestions, if anyone has any, on how to improve them.

In addition, as much as we all like Condorcet, I'm not sure if we have the apparatus to elect offices in that manner at this time. Eluvatar, Gulliver, please tell me if I'm mistaken! :)

Condorcet votes can be voted by hand with such a small number of voters like we have, but the ballot wouldn't be secret. If we want a secret ballot we'll have to stick to a runoff/exhaustive ballot/approval vote.

I'm mostly ambivalent in that matter but lean towards preferring a secret ballot since individuals are involved. That being said, I would like to hear from the rest of the party concerning this.

I would also like to nominate myself for Spokesperson, if it pleases this Congress. I have held the position in the past and find it quite enjoyable.

We already did McMasterdonia, but it was in a secret cabal under the darkness of a new moon on All Hallows Eve.

As for elections, I suspect there will be few enough candidates for each position that we can just use poll vote for now without making much of a difference.

In my opinion the Progressive Party should push for the same thing it always has: sensible reform. The Glorious Revolution brought a wave of reform to Taijitu the likes of which has never been seen, but it's not without its problems. The ProP has a duty to preserve the spirit of the Revolution while perfecting it.

I would also like to propose a recruitment drive for the ProP as well as electing a party whip. If a particularly spirited discussion is happening in the Ecclesia, we should have a simultaneous discussion here to determine an official party line on the issue and have the whip drum up support.
