 The artillery shells fell like rain in northern Alabama, with the Confederate-Inglish army was slowly but surely turning back the tide of the DSA advance onto it's newly sovereign territory. On a muggy summer evening in Montgomery, President Anderson was discussing the matter of international involvement with Michael Chamberlain, Secretary of State and currently still the only cabinet member, Frasier Pershing as Commander of The Armed Forces serving as de facto secretary of defense.

 The Presidential Residence had been hastily purchased by the fledgling government at the war's onset. An old plantation dating back nearly 250 years. A testament to the elegance of marble, the grey mansion sprawled over an acre and a half all on it's own, with more rooms than the President had even the time to explore, often joking that he couldn't even find his way to the bathroom without a compass.

 It was in such a room where he was in conference with Chamberlain, though the word conference lent the matter more pomp than actually present. Anderson not being one for showmanship, sat in a t-shirt and blue jeans, sans foot wear save for socks, which as usual were worn inside out. He often sauntered around the CSSD's halls of power wearing this unassuming yet comfortable attire. Chamberlain, on the other hand, tried to dress as he felt his position mandated, his poor fashion sense proving his bane. Sitting in a dark navy blue business suit, his neck adorned by a tie which had probably been purchased on vacation to some tropical resort, brown Myrorian loafters on his feet seemed to indicate that Chamberlain in fact tried to mis match his clothes. Both men wore the faces of tortured souls who were lacking in sleep.

 Anderson sat rubbing his red rimmed eyes. "No matter how good it looks for us now, the fact is that this thing isn't over yet. The DSA got a nice kick in the teeth, but I doubt they'll make the mistake of charging down here again. If all goes well for them, they could call up one hell of a reserve army. Even if they don't, even assuming what's left of Custer's army gets out, and Fremont throws in the towel, we still need friends in this world."

 Chamberlain nodded, thoughtfully taking a drag from a cigarette. "Yeah, Jack, but in the middle of a war for our independance can we really afford to be signing treaties?"

 Anderson was nonplussed, "Can we affored not to? Look, I know the downsides as well as you do, but the fact remains that yankees be damned, we're going to need allies, not just to help while we amass sufficent defense forces, but for economic reasons as well. We're coming into this thing handicapped enough as it is, Mike."

 The secretary of state exhaled. "Beyond the obvious, being that almost one third of our territory is still under foreign occupation, and that several cities are now piles of rubble, what handicaps are you talking about?"

 The President started to become agitated at his inability to get his point across, chalking his irritability up to fatigue, he took a breath and went on. "I'm talking about the fact that the International Community has not a clue as to who the hell we are. Culturally, economically, militarily, we are an unknown variable in nearly every equation. This is bad, and I'll tell you why, the only source of information most of them have had about us up to this point is the DSA, which paints us out to be a bunch of sister fucking beer swilling savages."

"I've never slept with my sister, or any other member of the family, but I could use a beer." Mike chuckled. The President was less amused.

 "I'm serious here, Mike, we need PR, good PR, and we need to establish a name in the international community."

 Chamberlain sat and thought while absently rubbing the middle finger and thumb on his right hand together, a nervous habit he'd had as long as anyone could remember. "Ok, I'll bite, how do you think we should do it? What do you think we should do? Have a barbeque?" This time the President laughed.

 "In a manner of speaking, yes. There are a handful of nations out there that seem to have affinity if not for us, then at least what they know of our beliefs and our cause. I think we should invite them here, and attempt to negotiate alliances, a treaty organisation if at all possible."

 Chamberlain raised an eyebrow, "Jack, for whatever else anyone may say about you, you sure as hell aren't guilty of thinking small."

 The President laughed dryly, "Thanks, I think. I've already talked it over with LP Crofts, and we have his support, and a pledge of Inglo-Scotian attendance. That should add an air of legitimacy, and draw in some others. As much as I'd like to host the conference here, It would probably be a bad idea."

 The Secretary of State nodded. "To say the least, for one thing, it would be one hell of a huge carrot to be dangling in front of the yankees, world leaders meeting in a hostile nation well within bomber range. not to mention that Frasier would shit bricks if we told him he had to detach the extra military needed from the front to guarantee safety."

 That brought to Jack's mind an image of Pershing's face bright red, screaming obscenities and telling Jack that his mother was a prostitute amputee of foreign birth. He laughed. "Yeah, as I said, a bad idea. But, out west, I think we could pull it off. Say maybe... Texas?"


 Chamberlain thought about it for a moment, his mouth moving soundlessly as he spoke silent words of thought to himself. "Yeah....." The solution cemented itself in his mind. "Yeah... that could work." This time spoken most enthusiastically. "Now the only matter is who are we going to invite."

 The President handed him a list, Chamberlain frowned when he seen it. "Are you sure about this?"

 "Yeah, why?"

 "Not that I have any distrust of the nations themselves. or their leaders. But all of these nations are members of LCF, and the Irnotians may not care for it much, to say the least."

 "Correction, Mike, the Myrorians pulled out of LCF a bit ago. As for the Irnotians... well, they're big boys, they can deal with it. And Stellaris took one look at the Irnotian's idiotic ranting about the Myrorian withdrawal, and left."

 So what of Irnotia then? Fuck 'em?"

 "Yeah, pretty much. I don't think they'll cause much trouble, and besides, their own damn common sense should tell them that we have no interest in fighting them. Here's the invitation, get it sent to the right people, and make the arrangements for the conference to be held in Dallas."

 The secretary looked it over, nodded approvingly, then rose out of his chair. "I'll get on it."

 "Good, oh, and one more thing."

 "Yes?"

 "If I were you, I wouldn't go out looking like that."

 A confused look grew on Chambelain's face. "Huh?"

 "Never mind Mike."

However the bishop of Neonga has agreed to vacate his seat at the council and head the Stellarisien delegation, which will include himself, two secular diplomats and three friars. In addition they will be accompanied by five Swiss guards and ten security members from the secret service and the marine corps.

A jumbo jet looped out of the sky and landed in Sovereign Dixie. It's tail was emblazoned with the papal arms.
The delegation of 21 slowly exited the aircraft. The security men stayed close to the bishop and the diplomats and friars while the swiss guard, dressed in traditional uniform stood guarding the aircraft. The Bishop of Neonga looked for someone to greet.

Fredrika opened the car door and stepped outside. She swatted a bug on her neck.

Damn bugs. Where's the leader of this joint? I feel like I'm gonna get shot by someone on a grassy knoll or something.

Annoyed, she sensed where the fly was and snatched the bug in the air with one grab but not killing it. She asked the priestess, "What creature is this?"

"A fly, most divine." She calmly stated.

Adara nodded and flicked the fly away. "I've read of such silly pests in my bumpy books."

The priestess asked Adara with concern, "Why are you speaking in Inglish?"

Adara was confused, "Why can't I speak in Inglish?"

"Usually the highest divinity speaks only in Ozian, while I translate. It's what we used to do."

Adara giggled at the idea, "I'zhi Amai." The priestess nodded and smiled at Adara's remark, Adara added, "Cuv salita zhumei?" (Where are the leaders?)

"I'zhi necoravi." (I don't know.)

The priestess smiled at Adara, "e'zhi su'zhi marimva aeplavi" (Are you going to play them the marimba?)

Adara smiled, "gevi saro zhavi" (If they ask us)

 Two convoys were waiting, each consisted of a stretch limo-truck, and 5 armoured vehicles to act as escorts. Present were two colonels, and two workers for the State Department. They were accompanied by four soldiers per party.

 A Colonel Mark Dowling approached the Stellarisen delegation.

 "On behalf of the CSSD, we welcome you, your attendance is most appreciated. If you will please come this way, we shall transport you to your lodging in Reunion Tower, which is where the conference shall be held as well."

 Colonel Greg Arthur made his way towards the Myrorian Delegation. Bowing before Fredrika, he greeted them.

 "Welcome to the Confederate States, Your Majesty, we are honored to have you here. If you would please, follow me, and we shall escort you to you lodgings in Reunion Tower, where the conference shall be held."

 Both parties were escorted to their transportation, and began making their way towards the downtown area.

 President Anderson recieved a call from Sec of State Chamberlain, he sounded rather befuddled.

 "Um, Jack, figured I'd call you on this one, as I don't really know what you'd want me to do, but looks like the Ozians have invited themselves as observers. What do you want me to do?"

 Anderson had moments before finished reading the message sent by Consul Parpaski.

 "Yeah, we weren't expecting it, but if they want to come, fine by me. Intelligence suggests that the Ozians have their hands in our little war, and are planning on causing the DSA some trouble, I don't know why, but from what I know of the Ozians, their reasons are usually entirely their own.

 Another thought crossed Anderson's mind, "Actually, Mike, If they sent who I think they sent, I should probably greet her personally. All of the analysts at the CIB say this girl is going places. It would do us well to remember that, could make future relations with the Ozians a tad easier, or at least as easy as relations with the Ozians can ever be. I just got off the plane and I'm heading towards Reunion Tower, give them the standard diplomatic treatment, I'll handle the rest when I arrive."

"Gotcha Jack." And he hung up. His next call was to the Secret Service, advising them to get more limos on the scene yesterday. Within 10 minutes they had arrived, pulling up infront of the Ozian Delegation, the front of the pickup truck limo bore the Confederate and Ozian flags, a last minute touch made possible by a "be prepared for anything" mentality.

 The standard diplomatic escort stepped out of the armoured vehicles, Colonel Ballard Cassidy made his way to Adara, noting her purple eyes devoid of anything remotely resembling a pupil. He bowed out of protocol, and to keep himself from the temptation to stare.

 "On behalf of Dixie, we welcome you. Please come with us, and we shall see to your lodgings."

 Colonel Dowling escorted the Archbishop to his quarters, after seeing to the comforts of the remainder of his delegation. The room afforded him was much larger than those offered to the rest of his entourage.

 "Please make yourself comfortable Archbishop, you are welcome to come downstairs to the conference room and mingle about with the other guests if you wish, we are waiting on President Anderson and the delegations of a few other nations before commencing."

 "Right this way, your Highness." Colonel Arthur said as he opened the door to Fredrika's room.

 "Should you require anything, do not hesitate to ask, and if it's possible, we will provide it for you. We are waiting on the President who is en route, and a few other international dignitaries, once they arrive, the conference shall begin directly. If you would like, you are free to wander about, Drinks and such are being provided downstairs, where you can meet the other representatives if you'd like."

The Priestess smiled and bowed to the man, Adara however only smiled saying in Ozian, "i'zhi salite akelivez. Grazhe."

The Priestess paused and translated, "The Sancta says, Thank you for such hospitality"

She then led Adara in the limousine as Adara heard the man's breathing, a strong spirit.

President Anderson arrived at Reunion Tower less than half an hour after his call from the Secretary of State. The presidential Limo arriving outside the main entrance, Anderson let himself out, accompanied by a small cadre of secret service agents. He left them behind, seeing little need for escorts in a building full of secuirty, he made his way towards where Adara was being led to her quarters.

 He had heard of the uniqueness of Adara's eyes, but for whatever reason, felt perfectly comfortable meeting their sightless gaze as he strode up to her.

"su'i'zhi Dixitav Zhulid dev Ozi saliev" He said to her, bowing slightly at the shoulder. "I'm President Jack Anderson, please feel free to wander about if you want, or rest, as I'm sure you're probably tired after making your way from the opposite side of the world. In any event, we're waiting on the delegations from Inglo-Scotia, Novus Parco, and The Former Shadow Empire to arrive. When they have, we will get down to business."

Adara and the Priestess slightly giggled at the President's funny accent and broken Ozian. Adara could noticed some nervousness in the President's talking but nonetheless not as nervous as most. She responded and her eyes shifted to the President where she heard him spoke, "Halik i'zhi ouzhe'zhi paleskev? Ingli'pazhi piniev."

The priestess gave a small laugh and translated, "The Sancta asks how long it took you to prepare that broken sentence, and she says she doesn't mind Inglish."

Sancta Adara then added, "Do'zhi niev?"

The priestess then made a more serious face, "The Sancta asks who else is here."

Then Adara quickly corrected, "Gretomavaka"

"She would like to meet them."

Refus and Kirov both sat in the Limo driving towards the meeting. Kirov lit himself a Cuban cigar although obviously showing displeasure to the luxury treatment.

"For god's sake Kirov, will you put that damn thing out!"

"Guess you should have ordered a bigger limo, although been a man of the people I guess you were too wracked with guilt to do so."

"It it wasn't for your ties to Dixie you would never have been allowed to attend with me."

"I knew them back in the glory days, back when Shadow was still emerging as a power, something you know nothing about Refus."

"I suggest you be quiet now, it's amazing where those counter-revolutionaries spring from, not to mention Shadow loyalists. I'd hate to see you by a firing squad."

"Don't be so modest Refus, but I understand what is important for Gandhar and I will fight for it."

"I'm glad to hear that Kirov, now make sure you break the ice well"

The limo pulls up outside the meeting area.

 Anderson laughed at Adara's question. "My apologies, actually, it was pieced together from what I remember of a Class on Ozian language and culture that I took at the University of Florida about twenty years ago. Queen Fredrika of Myroria and Stellarisen Archbishop of Neonga have already arrived, though I must confess that I'm not sure if they're in their rooms, or perhaps gone downstairs to the conference and lobby area. If you would like, we can go try to hunt them down, as I have yet to make my formal introduction, or we can go down to the lobby and wait. Either way is fine with me, it's up to you."

 From her mannerisms, it seemed that Adara could pick up on Anderson's nervousness. She seemed a natural diplomat, he only hoped that he wasn't making a mess of his new nations first international conference.

 Refus and Krov were greeted at the entrance to the Reunion Tower by Thomas Jackson of the Confederate State dept.
 
 Shaking hands with the men, he greeted them, "Welcome to the Confederacy, gentlemen. If you would like, we can have someone take your things up to your rooms for you, we are waiting for a couple other nations to send their delegations, at which point we shall begin. Feel free to walk around and by all means, make yourselves at home, drinks are being served in the lobby and conference area down the hall, where some of the other representatives may be gathered as well, President Anderson should be about shortly. Or if you'd rather, we can have someone show you to your rooms so you can rest up and have anything you would like brought up to you."

Consul of Foreign Affairs Erik Destler stepped out of the air plane, preceded and proceeded by 5 Major-General guards each. Exploding shells could be heard to the north, but Dallas was deep enough in Texas.

The drive to Reunion Tower was quick. The streets had been cleared, as the Dallas PD provided the limo with a motorcade. Destler looked out the window. There was still the lone stars and stripes flag here and there, but for the most part, apart for the Texas state flag, the CSD's white banner with the blue bar and the battle flag in the canton was everywhere.

There were a few spectators hear and there watching the limo make its way through Dallas, but for the most part the city went about its day.

The limo stopped at the base of Reunion Tower. The door opened, and a Bowser & Fern cigarette bud flew to the ground, quickly stomped on by a uniformed leg.
The Consul, wearing a Lieutenant-General's uniform, stepped out, followed by the ten Major-General guards. Once inside he lit an other fag up, only to have the tower's lobby attendant point to a non-smoking sign.
"Diplomatic immunity" Destler said just loud enough for the clerk to hear it.
The Major-Generals motioned to themselves in hand signals, and five of them went off to hold positions in the hallways.
The remaining five followed Destler to the conference room, which was guarded by two soldiers wearing grey and khaki camo. One of the soldiers simply opened the door as Destler saluted them as he went by.

The room was filled with heads of state and ambassadors from all over the world.
Destler simply took a seat at the table, tapping his ash into an ashtray.
Two of the MGs flanked him, the other three stood at attention by the door.

 Secretary of State Chamberlain sat at the first seat on the right from the head of the conference table. He stood and shook Destler's hand upon his arrival.

 "Welcome to the CSSD Consul Destler, we're glad you could come. President Anderson is currently upstairs making introductions to some of the delegates who arrived a couple of hours ago, he'll be down directly. Looks like the reps from Novus Parco are going to be late, so when the President arrives, we'll go ahead and start. In the meantime feel free to have a drink if you would like."

Destler stood up to shake Chamberlain's hand.
"The pleasure is mine Secretary Chamberlain. It's always nice to make a trip across the pond.
I'm afraid I'm partially to blame for Novus Parco's absence. Before you called this meeting I had helped arrange for the Commonwealth Military to assist in a Novus Parco military buildup. At the present moment that is their top priority. They send their best wishes and an intent to join the Pax Imperium in due time."

Destler turned his head slightly to avoid blowing smoke in Chamberlain's face. Normally back in Inglo-Scotia he wouldn't make that gesture. He was the top dog there, second only to Crofts. Here though he was guest, and this man was his Confederate equal. Unless you were clearly an other man's superior you treated him with the utmost respect.

As soon as the Gandhar delegation arrived the bishop of Neonga approached accusingly. A finger raised.
"You are a newly formed nation are you not? A few days ago natives from the area where your country has been established attacked an outpost of Stellaris, killing one man and taking three more hostage on the border. The ransom has been payed but we are not certain that we should recognise you when you are all of the same stock as those terrorists!"

The priestess bowed, "Her Divinity suggests we go to the conference room." The priestess escorted her inside the room and they took their seat near the middle of the table while the president walked in last.

President Anderson followed Adara to the Conference room, passing by the Archbishop and the Ganharan delegations. Upon hearing the Archbishops comment, Anderson stopped briefly. He nodded and introduced himself to both parties, then gave them his viewpoint on the matter.

 "Archbishop, while I understand where you are coming from, it is very possible for members of the 'same stock' as you put it, to have vastly different systems of values. Take the DSA and ourselves for example, one race, but two cultures and sets of values. Please, let us not judge based on such criteria. The Gandharans are new, like your nation as well as mine. The benifits and security from this alliance shall far outweigh any danger caused by rogue Gandharan dissidents. Now, gentlemen, if you would please come with me to the conference room, we shall begin the Conference. If you still have reservations Archbishop, let us discuss them openly and frankly there, that we may reach a just resolution for the betterment of all nations involved."

 Anderson made his way to the conference room, Introducing himself to Consul Destler, who was already present and talking with Secretary of State Chamberlain.

A brief glance around the room saw many different characters, only a few of them recognizable, although he did not recognize the Bishop.

Refus gives himself a momentary chuckle, Kirov rolls his eyes in response.

Emperor Nathaniel Cordré and Fay Celen entered the room about three hours after Sovereign Dixie´s reply. The supersonic jet has worked well.

He weard a plain black robe. The only ornament he carried was the (also) black crystal tiara on his head. His hair was white as snow, as was his hair. Fay Celen looked similar, except that she was dressed in a black council uniform. Both looked very beautiful, but also very curious to a normal human.

Two heavily equipped guardians followed them, but they stayed at the gate, when Fay Celen gave them a handsign.

The Emperor raised his charismatic voice. "Greetings from Feniexia."
Then, he tooked a seat in the first row. The councilwoman sat down next to him.

"What did we miss?"

"My nation has only just undergone a large scale political shift, it has become a Republic practically overnight, civil war is rampant, and you expect me to be able to control a small border rebellion? I am fighting counter-revolutionary groups all around the country and every the day the people are getting more and more extreme in their measures. I am doing my up most best to stop this war from spilling over the border and I am still trying to hold back the wolves of the Senate who want your Popes head on a pike after what you did recently. You have absolutely no idea what a war with your nation would trigger, what I would be forced to do. If one more attack occurs of that scale along the border, I will no longer be able to contain the Consulate and a war will be inevitable ans the horror that will spring from it. I will not lie to you, our nation has undergone significant change in the last few months and change often brings instability, and instability has a way of spreading. We have attended in order to gain mutual benefit and to stop these problems before they get worse. War is the last thing our nation wants, we want peace, security and co-operation. We are more than willing to discuss any economic treaties, alliance systems or any other proposals that would benefit this meeting. I'm sure President Anderson will vouch for the chaos that war can bring, and the total anarchy civil war causes, that is why we are here, to gain trust and to avoid unnecessary conflicts."

Anderson once again nodded, "That would be best, and if both parties would like, I'd be happy to send a representative of my government to assist with mediation, but once again, that's up to you. I remain adamant though that this is neither the time nor the place for such things, and I thank both the Gandharans and the Archbishop for their understanding in the matter. Now, gentlemen, I'm going to get on to business.

 I would also like to thank the Representative of Fenexia for attending, I apologise that our first contact with your nation had to be amongst such unpleasantries by other participants. Now, I called this conference because unlike the now defunct LCF, the Confederacy realises the need not only for military security, but genuine partnership and friendship among similarly minded nations, and while the CSSD does not dislike, or distrust, the socialists, I cannot ever see enough common ground with them for Dixie to allign herself with them on a permanent basis.

 Ideals are what's important, gentlemen. Unlike us, an Ideal can never die, never tire, and never be defeated. It is that which transcends the national boundaries, strengthens our resolve and firms our hands in the face of adversity. It is to protect, and propagate those ideals, that we are here today. There are threats abound in our current geopolitical landscape. Even the ideal of tolerance, taken to the extreme, can turn inward on itself, robbing people, cultures, and nations of their individualism and identity. Our nation knows this well, fighting an enemy who will settle for nothing less than our obliteration. We must ensure that we protect the individualistic identities of all peoples, of all nations, lest madness claim our souls.

 I propose an all encompassing alliance, able to meet the needs of member nations no matter what those needs may be. By ourselves, we are single nations among many, together, we would be an empire, and through that empire, shall come the ensurance of our peace. Pax Imperium" Anderson paused, allowing time for all of what he said to be digested by the other nations representitives before continuing.

In times of civil war, such things are hard to avoid and I find it unfair for our government to be held accountable for the actions of the army when they want peace as much as we do but use extreme methods to achieve this. However I fully agree on the laws regarding invader war crimes, the protection of the citizens is the most important function of any state, and this alliance should priorities itself around their protection."

 We, the undersigned nations, in order to secure our national defense, to protect our national identities and sovereignty, and to assist one another in times of both peace and war, do hereby establish Pax Imperium, hence forth refered to as "The Alliance"

 I. Military

 1) An attack upon one shall be considered an attack upon all member of the alliance.

 2) Each nation retains the right to maintain, fund, and utilize it's military in whatever manner it sees fit.

 3) Action may be taken jointly by the alliance by vote of simple majority.

 4) Action may be taken unilterally by nations wishing to do so, in order to secure it's own national interests.

 5) A minimum of 10% of each nation's military is to be appropriated for use by the alliance.

     A) Alliance military structure shall be segregated by national origin, with commanders of each nation   overseeing their own but superceded by Pax Imperium military command.

 6) Overall command of Pax Imperium forces shall be designated by majority consensus to a number of commandres not to exceed four. Army, Navy, Airforce, and Supreme Command.


II. Trade

    1) Members of the alliance agree to open it's borders to free trade from other alliance members with the exception of...
 
    2) Being that members may choose one sector of it's economy to which the normal trade rules of said nation will apply except in time of war.

III. The office of Chancellor

 1) The office of Chancellor shall be created to serve as the chief executive authority of the alliance

 2) The Chancellor shall be responsible for overseeing meetings of members of the alliance, bringing new issues to vote before the alliance, and conducting relations with other alliances and nations.

 3) The Chancellor shall be elected to a term of 2 months by majority vote of votes cast.

 4) The Chancellor may be removed from office by a 3/4 majority of votes cast

 5) Should the Chancellor be inactive for a period of no less than 10 days, the office will be considered to be abandoned, and emergency elections shall be held, following the guidelines previously set forth

IV: Amendments to the Articles of Alliance

 1) This document may be amended in whole or in part by a 3/4 majority of votes cast

V: Voting

 1) The period of voting on all matter requiring a vote shall not exceed 7 days.

VI: Domestic Affairs:

 1) Pax Imperium in whole or in part shall not interfere in the internal affairs of any member nation without the explicit request or consent of said nation.

"This seems agreeable with my nation, however I feel it inappropriate and unfair on other nations that until the issue with Stellaris is resolved that I put my signature on any dotted line.  Pleased with the Myrorian and Inglo-Scotian response, President Anderson affixed his signature to the document, then addressed the Fenexian representative.

 "If you sign the document, you can then present your request for military involvement before the the alliance, and we can put it to a vote, if the majority votes for war, then the alliance will move to help you in your struggle, however any nations wishing to aid you on a unilateral basis by all means within their rights to do so.

 I will say though, that speaking for my own viewpoint, and the position of my nation, that the Confederacy is in no shape to be deploying forces abroad at the moment, with a quarter of our nation under foreign occupation. Furthermore, you must also consider, that if we were to take action against Gallipoli-China as an alliance, that would most definatley be the only reason most nations would need to spark a global conflagration, one in which I do not think we would fare well in, given our current state."

Earlier tonight, Chinese Loyalist forces laid claim to a section of Southern Ryazania. 2,048 soldiers have arrived outside a port city there, but our main force is anywhere from three to eight days away. The commies have ended negotiations and are on a victory high. I put forward a motion for Pax Imperium to declare war on Chinese Loyalist, and not to end it until they withdraw. Thank you."

Since it is customary for applicants to give a brief insight into their nation and open themselves to inquires from member states, we shall commence the former.

 The Empire of Christstan was founded some 30 years ago from the ashes of two former nations. Emperor Heindrick, lead his forces through an enemy nation, then back into his former. This was done due to the horrid decadence and immorality of both states. Since then the land that now comprises Christstan has evolved into a massive Empire of educated, healthy, wealthy, and morally sane people. Our Cities have grown into massive metropolises and megalopolises. Our military is most glorious and modernized.

 Our nation is lead by our supreme leader, the Emperor, Emperor Heindrick I, followed by his Chancellor who is chosen by our Imperial Parliament. The Imperial justice is administered by our Clergy, literate in our Religious based law that is clear on not imposing on another religion, and executed by the Imperial Police. The Government controls the issue of medicinal drugs due to several complications and suits, and keeps a careful eye over other industries. Workers are given protection by the law on the job, but it is at the owner's discretion as to hire/fire you for any reason they seem fit. Those without regular jobs are the only eligible to work in the government owned pharmacies and factories which produce arms, vehicles and other things vital to keep government operations fully equipped. This helps keep the unemployment and crime down due to the fact their is no need to steal.

 The Emperor is the Supreme authority and the final say on matters. The nation is divided into counties, duchies, and fiefdoms lead by executives with similar powers of the emperor over their respective lands. Each Executive has Parliamentary executive he selects from choices given to him by his regional parliament.  With our nation in control of the drug industry, medicine is much more accessible to those unable to afford it, and also much more controlled due to the fact that their is no drive for profits so only quality drugs are distributed. As a result the population is much more healthy. Also grade school is offered if you qualify for economic reasons, but most send their children to private school's that are along the lines of the parents wishes both in operation and in education. It is mandatory to put your children through school. All religious holidays of the official church are national holidays where all have no work, expect for few government officials vital to keep the nation afloat and some law enforcement personnel.

 Due to the nature of the official religion, which is irrelevant at the current moment, the poor must be aided. Now this aid is meant to kick start the poor's life to enable them to live normally, not to be lived off of. Thusly welfare is controlled and those in it must have jobs or get them in the near future.

 Our Population has exceeded 1.235 Billion, and our Imperial Armed Forces numbers 24 million Personnel (2% of the population). The UN currently classifies us as "Democratidc Socialists".

The Canadian military are also preparing for their assualt on Nevada and hopefully will meet up with the Mormons in Deseret. With our western push, we hope to sandwich the DS forces in Western CSSD between the Canadian/Mormon and the Confederate armies. I was also going to say that someone is arming insurgents on my colony of Nerubia. I am having trouble trying to subdue them. I already will have the AU forces behind me when they are created, but we are no longer a 5-nation alliance, there are many powerful nations now. I already have Christstan and Myrorian support, but if there are any other PI nations wanting to fight in Nerubia, don't even ask, just send forces in.

Overview.
Upon arrival we were brought immediately to the Internment camps.
The camp structure consists of former Hotels that have been modified into camps.
These are encircled by barbed wire and minefields.
Armed guards are patrolling the areas.
All prisoners are searched on a regular basis for self made weapons.During on of these searches supervised by our people we could not find any signs of mistreatment.
We will continue to permanently monitor these searches for any signs of mistreatment.
We have been allowed to observe these searches and are informed when a search occurs. Because of the nature of the camps being former hotels it is difficult at best to do such searches without our notice.
The air condition ducts have been sealed.
As we find it impossible to escape trough the small hotel air ducts and communication between inmates is hindered by the fans inside the ducts we suggest to reopen the ducts.
Currently fresh air is provided by open windows. This is seen as a problem in bad weather conditions and also the outside weather is putting some strain on sick and wounded inmates.
For security reasons the people are kept inside their rooms
We are currently having the occupants do  a one hour exercise  to prevent  muscle fatigue.
Cable TV is provided to inmates.
The rooms house 4 persons which leads to somewhat cramped conditions.
We suggest to enhance these conditions  by putting up tents outside the hotel building to house healthier civilian individuals. This will give the wounded and sick more space and further prevent the building and spreading of diseases.
People are segregated by gender.
During our medical checks we found no sign of rape or sexual abuse among female and male inmates.
We thus support the separation enforced by the Xyraeli guards.
However in cases of civilian refugees we suggest to put families in the same quarters.
Each person is provided a spring less mattress which is found sufficient for sleeping on.
Running water is provided and we have found showers and toilets at the rooms to be in satisfactory condition.
Triage centers have been put up in the lobbies by Xyraeli forces.
These will be further enhanced and supplied by us.

Medical status

Due to the open windows and sealed air ducts the inmates are either exposed to outside weather conditions or suffer from low air quality when the windows are closed.

The supply with running water has prevented dehydration.

The Inmates are given Oatmeal at breakfast and turkey sandwiches at the night.
This has led to some cases of malnutrition due to lack of vitamins and minerals.
We have started to counter this by  administration of mineral tablets and vitamin injections.

Inmates have been checked for lice and fleas of which few were found due to good hygienic conditions.

All persons reviewed are in good condition with sufficient treatment of wounds.

The Xyraeli armed forces have build M.A.S.H. Units close to the compounds.
We have been permitted to support these Units by building our own complexes and assist their staff with our own personal.


Hygiene

Hygiene at the camps is found highly satisfactory due to functioning showers and toilets. This has prevented the usual diseases and their spreading normally common in such camps.
To further protect the population at the camps we have started a vaccination program against the most common diseases.

Supply

Supplies are limited at the moment as the armed forces are incapable of coping with the growing numbers of imprisoned soldiers and refugees.
We suggest to bring in additional food from Terrangar and will contact other nations to aid us in this.
If any nation wishes to send supplies please transfer them to the Terrangar Relief Center at the Terrangar Municipal Airport.
We will make sure that they are delivered and distributed immediately.
Supplies needed are.

Fresh clothes
Sugar
Cooking oil
Rice
Flour
Beans
Salt
Milk powder
Egg powder
Soap
Toilet paper
Medical supplies.

please do not send meat or other perishable products as we are unable to provide cold storage and transportation


We state that we have been given full access and support by the Xyraeli military and would like to thank them for their assistance.
However we were not allowed access to the front lines due security concerns by Xyraeli commanders.

On the construction of further refugee camps we suggest the Xyraeli military to cooperate with us on construction and equipment of these camps. We will follow their layout but give advice on proper hygienics and facilities. We will supply such facilities together with medical supplies and personal.



All persons inside the camps have been given a medical check and we will continue to check and improve their health.

Validus can muster an expeditionary force of 120,000 to open up a second front on Dysanii by landing a force of Marines and droping a Force of Soldiers along the coast. This force can be boalstered by other member nations being landed after the initial Valideen Force.

As stated this will only happen if a Dysanii Front is opened.

Good, thank you. I will be sending the PI soldiers home as soon as the war is over. They deserve a rest. My only soldiers not doing anything are the soldiers on the now extinct Ontarion Front. they are resting and will be prepared to fight any Dysanii incursion quickly. The IC Front is almost done and the Manitoban Front is still quiet. So I will be able to have soldiers to fight against the Dysanii army. I currently have the Reserves preparing defenses in case of an attack. If a Dysanii Front opens up, we will be ready. I will have the First Shock Army and the Fifth Army to lead the opening phases of my defense. Your marines and soldiers will be a great deal of help against a Dysanii attack.

ic: Perhaps Novus Parco and the rest of Pax Imperium would entertain the Emperor by stating which human rights the Empire has violated. The Emperor feeds his people. The Emperor pays his people. The Emperor provides housing and water for his people. The Emperor respects the dignity of his people. All that the Emperor asks in return is that his subjects adhere to his laws. Those laws being: pay taxes, adhere to security measures, do not own a weapon, work if able. Is the Emperor, in his divine wisdom, thus commiting atrocities by ignoring his subjects basic human rights? If not, then what has the Emperor done to the Gallipoli and Ozian people to incur their wrath? The Emperor has placed a bounty on the head of the Iseltov family for treason. Iseltov has used biological agents to murder 3 million citizens. Iseltov's family disgraced the Emperor by turning their back on his benevolence, for they only acheived their power through his grace. So at what point does one mans Right to Life become more important than 3 million men, women, and childrens?

In the Myrorian constitution, taxes are defined as stealing and taking away the right to bear arms a danger on personal liberty. Since these are only recognized by our nation, we will respond that any region, gathered that is holds a plebiscite or otherwise gets a majority of the population on their side, has a right to secede. As you see, we only declared the price on the heads of Iseltov's family as cruel and unusual punishment. The acts committed by Iseltov are atrocious and we will not oppose the death penalty on him.

The Davet 'in Isciler

The Davet 'in Isciler, organizer and representative of the people of Gelibolu, wishes to take this opportunity to explain the grievences that this people has developed against the Xyraeli imperial administration.  This document is not meant to be a petition to the Xyraelis to change their methods, for any such consessions may be all too easily rescinded.  It is a statement of how they have failed, and how they always will fail, to satisfy the needs of the people of this country, and why this country must forge its own way in the region.  Nor is it a document preaching racial or religious hatred, for this is not a national or regligious revolt, though there are certainly elements of national and religious oppression present in the Xyraeli imperial system.  As shown by its beginning in the industrial town of Corlu, this strike and revolt is of the isciler, of the masses of workers finally tired of all they have been put through.

The abuses of the Xyraeli imperial administration have been many and varied, and only a few of their offenses are enumerated below.  These offenses are simply the most egregious of the lot, as any comprehensive list would stretch longer than the kilometers of roadway in Istanbul.  The paper it would be printed on would sink any ship out of Marmara Eregli.  The mills of Corlu would wear out their presses printing such a list.  Their abuses include:

  • A plundering of the land, meant to serve their own economy and with the natural consequence of depriving eight million people of the resources of their land, and of the products of their hands;
  • Profiteering at the expense of the workers, which has led to unsafe workplaces in which many are killed each year;
  • Restrictions on freedom of movement by means of ID cards, curfews, and military checkpoints;
  • Restrictions on privacy by similar means;
  • Suppression of native political parties, including the Davet 'in Isciler, with the object of taming the people politically to the wiles of the Xyraeli imperial family;
  • Active State support for the Illuminist religion, and punishment for outspoken proponents of other religions;
  • And finally, an unwarrented military assault on the people of Istanbul, causing many deaths and the wanton destruction of people's homes and livelyhoods.

It is in protest of these abuses that the Davet 'in Isciler has called this general strike in Corlu, and that the people of Corlu have responded.  The strike will not end until our demands, for full and complete independence from the Empire of Xyrael, and the recognition of our independence by the family of nations, have been met.  For this moment the people of this city and the Davet representing them do not take recourse to armed violence, but we stand ever vigilant to defend ourselves if threatened.

We encourage other Districts, towns, and cities of Gelibolu to follow the example of the people of Corlu, and call on them to join us in our struggle for a democratic, Councilist republic, the highest principle of which shall be: from each according to his ability, to each according to his need.

Hello, seems late, but wanting to join the Pax Imperium, i am kind of far away but i am willign to commit full military resource and loyal ally by the side. Do i have to do anythign to join Pax Imperium?
