"Military threats do not concern me, and I never said anything about my government declaring war on you, but I cannot stop the general feeling of the Senate floor itself. Mearly making threats of invasion won't help matters at all, if anything it would make what could be a small band of rebels into a national crisis. Make no mistake if you do declare open war my hand will be forced and as far as the citizens will be concerned you will become the scapegoat for all their ills. I came here to discuss peace and compromises and all I get is threats from a lackey. What proof could I possibly give you, surely any prisoners you have taken will tell you under interrogation, and can give your nation far more information regarding their activities than I ever could."

"Enough! Gandhar has given you full authority to take out the rebels on the border, it is you who insist on making this a bigger deal than it has to be, furthermore, you're holding up my conference we shall not postpone Archbishop, you have two choices, sit down, shut up and lets get on with the conrference, or you can leave. Gandhar has offered cooperation, in as much as it is able. My nation is in a war for it's very life at this moment, so forgive me if I don't have time to wet nurse you over a small border skirmish."

 "Furthermore, after our war is over, the CSSD will be happy to assist both Stellaris and Gandhar in eliminating the rebel factions. But for now, lets look toward the long term benifit of all of us, and stop the petty bickering."

"I am willing as long as Gandhar give us two guarantees. Firstly we are allowed to send military units into the country to search for and eliminate bandits. Secondly that a group of Stellarisien investigators are allowed to review ever piece of official correspondence from the Gandhar government in the last few months, in the case of any classified documents they will tell them to whom it was sent. If these are accepted we will be secure once more."

Refus simply grinned at the Bishop then flicked his wrist as if to simply dismiss the discussion.

"Gentlemen, I have come here in the spirit of peace. I will not lie to you, our nation has undergone significant change in the last few months and change often brings instability, and instability has a way of spreading. We have attended in order to gain mutual benefit and to stop these problems before they get worse. War is the last thing our nation wants, we want peace, security and co-operation. We are more than willing to discuss any economic treaties, alliance systems or any other proposals that would benefit this meeting. I'm sure President Anderson will vouch for the chaos that war can bring, and the total anarchy civil war causes, that is why we are here, to gain trust and to avoid unnecessary conflicts."

 Anderson nodded, "Yes, I can. We did indeed though try for peace with our northern neighbors after we declared sovereignty, the response we got came in the form of an invasion. Is Gandhar in agreeance to the Stellarisen requests?"

OOC: I'd like to get this cleared up, and get on with the actual forming of the alliance....

Refus looked towards the Bishop. "I can grant access for Stellarian military units although this is upon strict understanding that any actions are dealt with with the most utmost discretion and are only allowed a set distance from the border. I cannot however grant permission for the review of documents, although I will be quite happy to explain why. In order to clear this issue once and for all in a position where we can properly discuss these issues, I could visit your Pope personally following the meeting. Is this agreeable?"

Anderson once again nodded, "That would be best, and if both parties would like, I'd be happy to send a representative of my government to assist with mediation, but once again, that's up to you. I remain adamant though that this is neither the time nor the place for such things, and I thank both the Gandharans and the Archbishop for their understanding in the matter. Now, gentlemen, I'm going to get on to business.

 I would also like to thank the Representative of Fenexia for attending, I apologise that our first contact with your nation had to be amongst such unpleasantries by other participants. Now, I called this conference because unlike the now defunct LCF, the Confederacy realises the need not only for military security, but genuine partnership and friendship among similarly minded nations, and while the CSSD does not dislike, or distrust, the socialists, I cannot ever see enough common ground with them for Dixie to allign herself with them on a permanent basis.

 Ideals are what's important, gentlemen. Unlike us, an Ideal can never die, never tire, and never be defeated. It is that which transcends the national boundaries, strengthens our resolve and firms our hands in the face of adversity. It is to protect, and propagate those ideals, that we are here today. There are threats abound in our current geopolitical landscape. Even the ideal of tolerance, taken to the extreme, can turn inward on itself, robbing people, cultures, and nations of their individualism and identity. Our nation knows this well, fighting an enemy who will settle for nothing less than our obliteration. We must ensure that we protect the individualistic identities of all peoples, of all nations, lest madness claim our souls.

 I propose an all encompassing alliance, able to meet the needs of member nations no matter what those needs may be. By ourselves, we are single nations among many, together, we would be an empire, and through that empire, shall come the ensurance of our peace. Pax Imperium" Anderson paused, allowing time for all of what he said to be digested by the other nations representitives before continuing.

If I may ask, Mr. President, would the Pax Imperium involve more than a little political unification? I wouldn't exactly approve of a single currency or universal social laws. I would not mind, however, military or other general laws to protect nations from war crimes, should the situation arise when this alliance must protect itself from others."

Then the Priestess spoke, "So Fredrika, my Sancta is wondering why your nation is willing to trust other nations and to actually beging political unification with such, untrustworthy nations. A single currency would be a horrible idea considering different levels of value and the fact that some Currencies are based Archaically on Gold. A basis on Military laws also? With what authorization would you entrust such a committee? Even though Ozia is not part of this Organization and won't be, Ozia finds the nation of Myroria to be a cowardly nation, trying to suck into other nations just to gain power by use of Political unification and military codes. Perhaps Fredrika you should resign your crown because would your people trust a Queen who entrusts her nation to be absorbed into swindlers such as these? "
