Loyanese National Informer
Keeping the People Inform and Aware

Canadian Contractors Given Digital Contract

The government has reveal yesterday, that it has approved $12 billion to Canadian electronic contractors to begin a complete expansion and upgrade of the country's government computer systems and civil digital network. The latest Canadian systems will be install into a large percentage of government facilities such as post offices and administration offices. Public schools and universities will also receive their electronic packages, a important step in opening up digital technologies to the population. The country's internet network will also be expand, with optic fibre lines planned to link 6 major cities and thirty-six million people into the worldwide web and digital network services.

Electronic consumerism grows in the Loyalist Republic and the Loyalist government is anxious to stay up-to-date with digital technologies of other countries. It's surprising that just five years back, only fifteen percent of the population had access to television services and three-fourths of urban citizens were still tuning solely into radio. Just ten years back, only 63% percent of the national population had access to any form of national media services. Today, 12 million Loyalists own a computer, a drastic increase from just 4 million two years ago. Many  of these owners are government workers and civil administrators who get first-pick on electronic equipment in a  IT-scarce country. With the recent flood of open market electronic goods from Canada, a IT boom has resulted  where citizens are increasingly spending on digital gadgetry that were an strange sight only a decade ago.

The government has fuel the boom by initiating state firms to cater to consumers. Celloyal, a government telecommunications company, was charter two months ago to provide cellphone services to the country. In cooperative project with the Loyalist Army, the firm's first telecommunication satellite will be launch later this week. Loyalist Digital Network, is the sole provider of ISP services to internet users in the country. LDN will be working closely with the Canadian contractors in the project.

Economy is going strong

The country is finally seeing some payback from the recent economic reforms impose by Parliament. The GDP has broken the 10 trillion mark with the official GDP per capita at $14 755, its highest in history.

Free market economy and consumerism has swept the country in a storm of prosperity, citizens can spending openly for the first time and the country’s capital wealth is expanding rapidly as well. At present, the Loyalist economy is a powerhouse in the region, it’s GDP overcoming many other national economies in Easteros.

Both exports and imports are high, which economists credit to the new policy of free trade enacted, as well as the influx of new trading partners such as Terrangar and Christstan.

The military manufacturing and research sector currently leads in terms of size, but it must be noted that this sector contributes little in foreign capital (seeing how there has been little international interest in Loyalist military hardware). Heavy machinery and precision tools currently leads in exports value, and mineral ore and metal alloys leading in terms of export volume. Shipbuilding and propulsion engines are sizable sectors as well.

Rumours of a letter from the Finn resistance group being received by the government---Six percent of the population now carry cellphones---Less cars on the road, more people drive scooters---

The city of Anyia announces the three year completion of the National Parliament Complex, which will house Parliament session and administration starting in November 5th. The construction project had been manage by the Architectural Firm of Anyia, led my the firm's senior designer Nai Gwan Tia. Local spotters has dub the new building a marvel of engineering and artistic beauty, a definite crown jewel in the nation's capital.

Originally planned to be a cultural center, the Loyalist government changed the building into the future Parliament building just as construction began. At present, the old Loyalist Administration Complex has been housing Parliament sessions for the last three years. They will move into the NPC as soon as the complex sets up its communication and security systems. The LA is reported to be installing AA and Area Denial defense systems around the perimeter of the Complex, to augment the security requirements set out by the project managers. Other security measures include using ballistic/blast proof glass to surface the dome and exterior.

The NPC is reportedly to have cost a staggering 2.5 billion dollars to built, making it the most expensive single building ever in the country. Project managers had decided to use high quality titanium-tungsten alloy, rather than using more conventional (and less expensive) steel, as the material for the support structure. While very costly, the resulting structure is both lighter and incredibly strong, as needed to hold up the enormous weight of the thick glass dome and withstand damage in unforeseen disasters.

Currently, the area occupy by the NPC is off-limits to unauthorized civilians.

Loyalist Air Defence

Overview

The Loyalist air defence doctrine consist of complete umbrella defence and air superiority. SAMs and airfields are concentrated mostly near the west coast and major cities. A large array of radar systems and early warning stations built up on borders and strategic points provide the Loyalist military with complete awareness and control of its airspace. Units and weapons coordinate with the national LAC (Loyalist Airspace Control) network to augment detection, identification, and tracking. All this is meant to prevent enemy aircraft or smugglers from slipping through un-notice and un-address.

Defence Umbrella

The defence umbrella system is base on three layers of air defence systems, consisting of long range S-300PMU series SAMs (first layer), medium range Buk/BUK-2 SAMs (second layer), and short range TY-90 radar/Strela-3 infrared homing systems (third layer). Layers are activated upon the failure of preceding layers. The variety in engagement range insures the system is optimize in dealing with changing threats. First and second layer systems are all coordinated with LAC, a sophisticated and extensive network of early warning systems and radar stations.

Initial Layer (L-1)
The first layer, or initial layer, is the most sophisticated of all three. It consist of the Loyalist produced S-300PMU long range systems, that can engage targets at distances of up to 195 km. Enemy aircraft entering Loyalist airspace must first deal with these long range SAMs, which are usually supported by additional radar arrays and AWAC system to insure maximum accuracy and deterrent against stealth aircraft. The newer systems are also capable of taking out ballistic targets, including cruise missiles.

Most air-to-surface munitions did not extend to the S-300’s engagement range, making a pre-emptive strike near impossible. On top of this, fixed SAM sites are harden in concrete silos and some batteries are left offline until the last minute to prevent counterstrikes. In border sites, the military built a number of decoy SAM sites and silo decoys to further hamper efforts by the enemy to destroy the S-300 systems. First layer systems are continuously upgraded with the newest improvements and modifications to maintain the effectiveness of the system. The recent S-400 SAM systems is expect to replace all older S-300 series. Around 20% of S-300 systems are fixed and the rest are hidden or active mobile units. All systems are integrated with nearby detection and tracking systems (LAC and independent units) to deal out coordinated precision and deterrent against air targets.

Currently, L-1 systems completely covers the entire west coast and major districts. The military has increase total coverage on the Saletsian border with fix/mobile units. These systems have their range extend 20 km into Saletsian territory. Border systems are typically train to engage confirm targets at 170 km to improve the chance of kill. Coastal units have their range extend up to 150 km of territorial waters, with secondary L-1 units deploy 10 to 50 km behind them.

Second Layer (L-2)
The second layer consist of medium range SAMs, who’s function is to destroy any aircraft that might have slipped through the Initial Layer. This layer is entirely mobile, consisting of Buk TELAR and BUK-2 radar homing systems. Missiles reach speeds up to Mach 4, guided by multiply advance radar systems. The effective range of the Buk system is 4 to 30 km and an altitude of up to 14 000 metres. BUK-2, a newer version of the Buk, extends the max range up to 50 km and the altitude to 25 000 metres. However, the high cost of the newer system has prevent it from replacing the older Buk systems. Buk-2 batteries are currently deploy mostly near the Saletsian border. Again, all L-2 systems are coordinated with LAC to increase effectiveness.

L-2 batteries are usually provided with a escort of motorized infantry, either an Army IMP-1 infantry company or NMO truck company. A few L-2 batteries also have shorter range L-3 systems accompanying them. This serves mostly as a deterrent against low flying attack helicopters that are out of the Buk’s minimum range.

L-2 batteries are usually deploy in random patrols, moving around to prevent enemy from pinpointing them. In peacetime, 50% of L-2 batteries are active in patrols, the rest are garage in underground bunkers. During wartime, 15% of units are bunkered, as a strategic precaution. L-2 systems are deploy a least 35 km from land border jurisdictions. Coastal units vary, while city systems surround the municipal limits.

LPA Established

The Loyalist Provisional Areas (LPA) is created by the Canadian government. The PGL has reestablish administration of the new state in San Anyia (New Anyia). Loyalist planners have set off a two day event, celebrating the revival of the Loyalist nation and mourning the loss of Loyalist lives in the nuclear holocaust. Refugee Loyalist businessmen have donated money in building the LPA's public infrastructure. Former Loyalist workers and intellects are reportedly scouring Canada for employment in their respective fields. The PGL hopes to turn the LPA into an industrial and research hub that will outsource itself to the global market.

In a 5 to none vote by PGL districtors, the Provisional Government of Loyalist will hereby be integrating its government and citizens into the Empire of Canada, effectively becoming a Canadian provincial legislation and territorial jurisdiction. The Province will adopt Canadian Common law and all Loyalist citizens will be granted Canadian citizenship to complete the procedure.

Reactions by Loyalists are mixed, but a majority feel indifferent to the decease of their national identity. For many, it is a inspiration to moving on with their new lives, a symbol to the revival and reconstruction of Loyalist culture and society.

Harmony Group suspended by Parliament

The Loyanese Harmony Group has been suspended by Districtors and major members arrested for conspiracy against the State. In a surprise raid on Harmony members' homes, the State Police detained several thousand LHG affiliates and place them in the political prison complex in Lai. The following morning many citizens raise in uproar to the arrests, some taking to the streets of the capital to protest. The State Guard units in State Square were order into riot gear and to secure the government buildings in the area. A sparse usage of water suppression and smoke grenades manage to prevent mob rush against the State Military Commissioner, Leng Tao, who was a major influence factor in the proposed arrests.

For the few days, anti-PI riots had flare up in the major cities, pro-LGH citizens voicing for the release of Harmony group members and the withdrawal of Loyanese membership in the PI. State Police reports to have arrested several dozen violent protesters who made attacks on involved Districtors outside the National Parliament Complex. Administrator Sau was urge by Commissioner Leng Tao to summon LA personnel to deal with the escalating protests, in a memo release by anonymous government officials.

The Loyanese Harmony was a political group establish by nationalist and anti-imperialist candidates over thirteen years ago. For the last decade, they have been pushing a decrease in military buildup at home and globally, showcasing their peace ideologies in Loyan and abroad. They amassed substantial support, with over ten thousand register members and countless informal associates and politicians. The banning of the LHG poses a major shift of political power in the Republic, in favour of pro-imperialist candidates and the four out of seven Districtors in the Loyanese Parliament.

It has been reported that several LHG members were seen fleeing the main island for the small deserted island of Red Cliff, several hundred miles west of the mainland. State police uncover several boating permits that belong to escaped Harmony members, all register to large cargo vessels ranging from 8 000 to 12 000 tons. A Navy attachment of marines has been sent to apprehend the fugitives, along with the destroyer SLS Resurrection.

War Parliament Under Fire

Ajei Meng

The ending weeks of March has been a dramatic eruption of intense public unrest, with widespread protest taking place across the usually peaceful Republic. People are up in arms against the recent actions of Parliament and the controversial influence of the Loyanese military on affairs of the State. Many prominent figure heads among academic circles have openly spoke against the imperialistic agenda of the military, and the corruption of districtors in falling to the say of the Military Commissioner. Protestors have label them as the “War Parliament”, in reference to their aggressive and expansionist policies.

With elections only three weeks away, the public is leaning away from the current forum of Districtors, but new (and appropriate) candidates remain scarce with the exodus of Harmony figures. Among the issues  of public protest, demands for the release of Harmony associates remain strong in addition to widespread outrage to the military’s operation against Harmony fugitives in Red Cliff. In addition to the civil population, parts of the military body itself have also display their dissent for the war government. It is reported that all five Marshals of the original LA regiments assign to the Red Cliff operation refuse to levy out, resulting in the last-minute deployment of less prepare Marine regiments. Various high ranking brass have also resign within the last two weeks, whether from internal pressure or personal conscience. In any case, the internal conflict with Harmony has resulted in a major drain of morale throughout the military.

The business community has also voiced their concerns, mainly towards public unrest sparked by the actions of Parliament. The destabilization of the government was discouraging investors and scaring away business relations abroad, an unwanted plaque that could ruin the economic boom in Loyan. The LBB has already file a petition demanding the resignation of five districtors and initiating a early elections. With this added pressure, Districtor Hao Kin of Lai District already plans to resign by the end of the week.

No doubt, the events of the last month are having dramatic effects on the future of Loyan. An opportunity lies for Loyanese to test their newly found sense of power and liberty, to establish the integrity of democracy in Loyan. No doubt, a brighter and more conscience future awaits for the people of Loyan.

Air Tanker

In Yaolin, this was the spectacular sight that caught the eyes of locals as they looked across the waters of Hiyan Bay. Beginning at 8:30 in the morning, they witnessed an LF-8 Skyhawk fighter taking off from and landing on the deck of a large oil tanker. The Skyhawk made a total of six takeoffs and landings, the thump of landing on the tanker's deck can be heard from shore. What in the world was going on?

What they have just seen, was the first operational testing of the Navy's ECV-1, it's first operational carrier ever. This unique vessel is fully capable of carrying and launching a complement of 30 LF-8 Skyhawks, all in an effort by the LN to develop a naval air strike and power projection capability.

The ECV-1 was conceived four years ago, when HOLA begin to draw up plans for an aircraft carrier to strengthen the expanding navy. Unable to get its hands on one abroad, the project managers were force to come out with it's own design. Work was thwart by lack of expertise and cost factors. It took the prodigy of senior engineer Lin Halin to overcome these crippling drawbacks. His solution was simple: modify a conventional oil tanker into a working carrier platform. Oil tankers were a good choice, with their large size and practical design. However, finding a oil tanker large enough to carry a launch deck was a problem. The country's shipbuilding industry was still expanding and the Navy's shipyards were occupied by other projects.

It was then that project researchers found out about a half-built VLCC tanker sitting in the dry docks of Star Coast Ltd. The Prosperity, as it was originally register as, was a double hull supertanker order by Sui Petro, a private oil distributor in Loyan. With the increasing demand for oil in Loyan, Sui Petrol wanted an up-sized vessel to carry Terran crude oil to it's refinery in Na Sui. If finish, it would had been able to carry up to 300,000 tons of crude oil in its enormous tanks. When the Sui Petro went bankrupt three months later, Star Coast was left with large hulk of metal and no one to pay for the half-finish ship hull. Measuring at 327 metres long and 52 metres wide, it met the size requirement for a carrier deck. the LN immediate placed an offer, and worked with Star Coast and fifteen other private contractors to modify the design.

Work began a year later. The filling tanks were cut and seal at half their height, and a wide second deck created between the main deck and the stunted tank compartments. The midsection tanks will contain the fuel for the ECV-1's engines. The second deck forms the hangar for the carrier's planes and was subdivided into crewquarters and rooms. The main deck was widen by 7.3 m at the starboard, the extension supported by diagonal steel struts. The main deck is cover in Asphelt, a plastic substitute for road asphalt, to provide a good runway surface for the planes. An indigenous steam catapult and landing arrestor system is fitted. A electronics package is also integrated into the ship, allowing the ship to have full military telemetry and coordination. Work was completed two months ago, and the ship was registered as the SLS ECV-1 Fortune. It's construction is reported to have cost 220 million international dollars.

In yesterday's carrier flight, the flight deck, launching catapult, and arrestor cable were tested and found satisfactory. Before this, tests were conducted on static systems installed on land. These essential takeoff and landing systems were refined in these ground tests to allow for the real test on board the ECV-1. Test pilots also honed their technique during the ground test, skills that were needed to fly off safely from an aircraft carrier. For the most part, the Skyhawk took off and landed successfully through the test; except for a jam in the arrestor's gearing which luckily did no damage. LAA pilots reported no complications either with their takeoff and landing procedures.

The next step for the LN will be to do a moving test. Yesterday's test was done with the ECV-1 anchor and stationary in the water. Takeoff and landing on a moving platform will pose a step up in difficulty for the test pilots. Project managers are currently running computer simulations in preparations for this second test, to minimize unforeseen issues that might arise. The LN admits that the test will still carry risks for pilots and test crew. If the testing is successful, the ECV-1 will enter operational combat service with the Loyanese Navy, despite its limited capabilities (lower speed and capacity, unconventional flight deck,..etc.) compare to conventional aircraft carriers operated by other nations. It will serve as a operational testbed for Loyanese carrier program until newer designs become available.

ECV-1 Fortune

Length: 327 m
Breadth: 52 m (waterline)
Draught: 25 m
Displacement: 88,500 tons fully loaded
Propulsion: 2x steam turbines
Speed: 15 knots max
Aircraft Complement: 30 modified LF-8 Skyhawks, to be transfer from the LAA

ELECTIONS OVER

All seven former Districtors have been voted out of office, the first occurrence of this kind in the history of Loyanese democracy. The first day of the new Parliament begins with the removal of criminal status from all Harmony members and their release from prison. The military has been order to cease its actions in Red Cliff and return to their home bases.

In other related news, the Military Commissioner is facing charges of corruption and bribery by the legislation. Early this evening, State Police officers from IS division arrested him at his home in Gasun. He is currently awaiting trial in Anyia State Prison, along with other affiliates who face similar charges.

Tonight, the streets of Anyia are crowded with cheerful citizens, celebrating the results of the election and the release of Harmony members. Fireworks  can be seen in the night sky as private citizens do all they can to commemorate the events. Taverns and pubs around the city are reported to be full and citizens are seen cheering out from their apartment windows. The amount of national fervor the last few hours had been amazing, one not felt since the days of democratic reform two decades ago.

Prototype main battle tank is unveil at Anyia University campus after a 5-3 victory by the university's hockey team, the Iron Blizzards.

After a stunning game by AU's Iron Blizzard team against the NYU's Wolframs, students and faculty celebrated over their victory with a sneak peek at the LGF's newest armor tank, deem to replace the aging and obsolete T-64s in the army. It is reported that several prominent figures of the university were involve with the development of the third generation armor vehicle.

Project manager, Siu Meng Ki, confirms the completion of the design and testing process of the new modern battle tank for the Loyanese Ground Forces. The new tank will give the Loyanese Army it's first viable match to other modern MBTs currently deploy by other militaries, namely the M1A2 and Challenger 2. The new design incorporated components of foreign technology, namely the advance composite armor and fire system of Delfian and Canadian origins. The tank remains without a name at present, classify by officials as the Prototype Armor GT-96.

The main gun however, is of Loyanese design, developed from the 120mm Penetrator experimental anti-tank gun built by Loyanese Arms (sub division of Loyanese Arms Factories). The chasis and engine was also developed without foreign technologies.

Little detail has been disclosed about the performance and abilities new tank, only that it will be protected by the composite armor license from Haribishi Armor and it will carry a 125mm gun capable of firing tungsten carbide KE rounds, and potentially KE rounds with depleted uranium sabots. Previous information publish about the 120mm Penetrator gun state that the gun is capable of penetrating 412 mm of RHA steel from 1800 meters off with a tungsten alloy APFSDS. The new 125mm gun on the tank is suspected to have improved penetration over the original Penetrator, especially with the use of a DU KE round.

Production is expected to start within the year, with a projected order of 200 of the new tanks within two years.

A GT-96 prototype sits in a shallow ditch on a Army testing ground. The GT-96 will replace the aging T-64 in the mobile armor role. The cost of the new tank is estimated at $ID 1.3 million each.

Dysanii invades Canada

Aun Mai Tang, senior writer

Dysaniian forces have enter Canadian soil, beginning a second war front in this conflict drunk region of the world. While their motives are unclear, their actions have flare up considerable shock from the international community, including the Loyanese government. We have been inform that the LA has already mobilized regular troops and are in the process of transporting them to Canada.

The rest of the international community has yet to show any intention to send troops to ratify the aggression of the Dysanii dictatorship. Major PI members have shown little reaction so far, and critics are debating if Myroria will join in the defense of ally Canada. Some analyst forsee a intervention by the Xyraelis, but mainstream experts cast this off in light of internal conflict arising within the Eastian hegemony.

New multi-static OTH radar station now online

Red Cliff, an island battle ground between the military and it's political opponents just a year ago, is now the site of a new and strategically placed OTH radar station. Construction of the station has been partially completed, and the system became online yesterday, operating at half capacity. The site has been designated as OTH Station D. Once completed, it will be among three older OTH stations built by the military just a decade ago. All three OTH systems are integrated with the LAA's Air Control Network and the Navy's NNS, allowing the detection and tracking of aircraft and ships within their ranges. Commercial flights and shipping is also monitor on this basis.

Station D holds many advantage over it's predecessors, with better detection range, resolution, and digital processing. As a multi-static system, it also has the capability to detect stealth aircraft and vessels. Once completed, Station D's range will extend to Xyrael, the entire area of Cantr, and the north extremes of Araselia. This will give the Loyanese military considerable advantage in early warning and home defense; enough to persuade the LAA to spend an additional 120 million dollars in "hardening" the island with SAM sites and defense components. The station is currently being power by a mix of a wind generators and a small oil power plant.

Average range of existing OTH stations and Station D shown. Red lines show the full extent of Station D's area coverage once finished. Station D's ranges include a 900 km minimum range.

Red Cliff was bought off from the Harmony group several weeks after the political conflict ended. Station D is reported to have cost 320 million dollars to build, with funds supplied by both the LA and Transport ministry. Project managers are planning to build a state of the art solar plant to power the station, but cost restrictions has delayed the venture. Environmental groups have also voiced their concerns on the impact on Red Cliff's prestigious wildlife. Green Loyan has filed a petition to the State government to open Red Cliff for eco-tourism, despite the military sensitivity of the area.

Station C in the south island of Loyan has reported been upgraded with components similar to Station D. Station A and B are expected to receive similar upgrades along with several OHT sub-stations planned for constructions. These efforts have been taken in face of the rising tension in the international community.

National Militia Police Bill Passed

Today at 5:38 pm, Parliament passed the National Military Police Bill which will transfer jurisdiction of the National Militia Force to the Ministry of Law and Order. This also means that the NMF will come under the funding of the Ministry, a department historically known for its lucrative and excessive budget. The move came after years of debate on the role of the National Militia and the decreasing capacity of the Loyanese Army to fund both militia and regular forces. This issue has hamper the extent of force projection available to the Loyanese military.

With this Bill, funding of the NMF will be lifted from the military to allow funding to be directed to regular forces. However, the NHF will maintain it's ties and administrative connections with the main military body and in times of invasion will report directly to HOLA. Ministry of L&O department will maintain control over NMF during peacetime, and might impose new training regimes to establish it as a policing body. It's organization however will remain unchanged, as it was for the last hundred years. It will serve alongside other Law&Order departments, including the distinguished State Police department.

Traditionally, the National Militia has been a independent body from both the Army and State Police, but retains close connection and cooperation with both agencies. It coordinates with the LA in the home defense role, and the military continues to be the main source of equipment and training for the old paramilitary organization. The NHF during peace regularly assist State Police in apprehending smugglers and high level criminals. It has a long establish tradition in Loyanese history, and Miltia Groups continue to be a prominent cultural and social aspect in local communities.

The Bill has drawn some criticism from observers, mainly concerning the NHF's contradictory with recruit policies in the Ministry departments. State Police and other departments hire recruits on a volunteer basis set out by regulation, but the NHF is a element of Loyan's conscription laws. Outside observers draw out the consequences and issues pose by a non-volunteer paramilitary body operating in the public order role, and potential social oppression in the future.

Some internal analysts have turn down this possibility as unlikely. Anyia University's head of History comments:

"The Militia has had a long and well establish presence in the local community, such that it becomes a element of it (the community) and a social icon of the community. This is especially true for the rural communities of the country, where militia groups make up competitive bodies for inter-town sports events and community gatherings. Militiamen are base in their home towns and they are integrated with community life as much as any other citizen. They do not exist to impose military presence, but rather as a open bond between the military and public. It is this close bond that the militia depends on for it's morale and integrity. In fact, the militia body is more likely to revolt against the military than against the public, as shown during the military coup of the Military Council several decades ago."

The Bill is expected to free up to 7 billion dollars annually, which will go to various military projects.

As the conflict in the South Continent cools off, exports to and imports from Canada are now secure once more in Loyan. Grain shipments and steel goods from Canada have return to normal levels, effectively stabilizing the domestic market here at home. Adding to that, Loyanese exports to Canada have increase steadily as Canada continues to drawn war materials globally to supply it's renew obligations in the Americas.

One sector of Loyan's economy that is gaining particular interest, is the alternative fuel business. As a increasing population and expanding industry calls for more oil, air pollution and oil prices become a issue. A uncertain Terran oil reserve are worrying economists at home, who fear a major increase in crude prices if demand continues to rise. While Terran oil production is expected to rise for awhile longer to cope with supply balance, companies such as Loyan Energy and Green Feed are looking at the environmental consequence that will result as oil consumption increases.

While alternative fuels such as ethanol and bio-diesel has been available to Loyanese for decades, the production and distribution of these alternative fuels have not expanded along with demand. The yearly production of ethanol and bio-diesel are falling compare to consumption, and prices for alternative fuels are raising in relation. The stank in production is the effect of changing agriculture environment in the Islands. Urban development is swallowing up Loyan's rural regions, what results is a drop in agriculture activity and a decreasing supply for alternative bio-fuels.

LE and Green Feed are remedying this by looking abroad, for the first time, for a source of crops to feed their bio-fuel refineries. Canada has became a first choice, but companies are also looking in Mor'os, Xyrael, and even Collatica. Switchgrass, a sort of low upkeep grass crop, has caught the eyes of investors with its high capacity for ethanol production.

While these business project continue to make in roads in reducing Loyan's dependency in crude oil, the government is still stressing on the need for reduction and conservation, which might just be the best route to take regarding the exodus of the carbon economy.

Parliament Pushes Spending into Alternative Energy

With a dramatic spending cut to the Defense budget this new year, Parliament was left with 18.5 billion dollars extra cash to spend on other things. While commercial investment and social projects ranked high on the list of spending priorities, Districtors have put interest in the recent issue of oil dependency here in the country.

Loyan consumes the total of 2.27 million barrels of oil each day. While per capita, this amount is low compare to other developed countries, national security experts are worry about the long term supply of the oil that Loyan does use. A top Terran university professor had recently release a report on the status of worldwide oil supplies, revealing that the amount in reserves are being depleted drastically, in face of increasing demand from burgeoning populations and military conflicts. During the recent South Continental War, Canadian oil consumption increased over seven percent as the movement of mechanized vehicles and naval ships drew up oil fuel.

While the oil supply with Terranger is relatively stable and protected at the moment, military planners believe that Loyan should possess "emergency" provisions in case their oil shipments are cut. This may mean investing into alternative technologies that will counter any effect of a "oil famine", such as next generation high capacity batteries and fuel economy.

210 million dollars have already been allocated to research groups in supporting the development of advance battery technology for the cars, mopeds, and scooters of Loyan's city streets. Already, LE's Compact Advances Division has released its Loyio line of high efficiency batteries for electric vehicles, capable of storing 30 percent more energy while charging 70 percent faster. These batteries have been integrated with the new electronic packages in this year's models of CVs, which will better control energy consumption with adjustment to different road and speed conditions of the vehicle. It is expected to raise performance of Loyanese Compact Vehicles dramatically and increase market shares abroad. Batteries such are these are of high interest to military designers who hope to see electric combat vehicles in the near future.

A further 5.3 billion dollars will be allocated to other technology developments. Parliament hopes to see a general rise in the technological capacity of Loyan, especially in fields of economic and social nature. While we can't really expect flying cars with zero emissions to come out anytime soon, it is a start to this new era of the nation, where peace has set in and the government can worry less about defense and more on progress.

K-2 Black Panther

Military officials have leaked the existence of a new tank serving in the Ground Forces. Referred to as the K-2 Black Panther, the tank is reported to be vastly superior to the Type 96 in terms of armor protection and firepower. The tank was the work of designers in the military's prospective Next Generation Armour Advancement project, built up upon data learned from the recent Type 96 design and technologies imported from Canada.

Tanks have always been a sensitive topic in HOLA. Military expansionists have call for funding in developing new tanks to match those of oversea countries. Conservative critics have denounced heavy armor as a waste of money and resources, it having little defensive value in Loyan's tropical terrain and the weapon's predicted death in post-modern warfare. Nevertheless, the project receives 3 billion dollars annually to fund research and testing.

The K-2, is the ultimate fruit of this money. Its designers believe that the Panther considerably outmatches other modern MBTs such has the Canadian Challenger 2 and the Delfian Leopard 2. Designers have derived much of the K-2 from these two foreign designs in return, incorporating features such as blow out panels and an improved 120mm gun unavailable in the Type 96. The most unique surprise is the tank's revolutionary soft-kill and hard-kill anti-missile defense systems, developed secretly by multiple firms. Designers believe that these new feature will extend the life of the K-2 in face of evolving weapons and tactics. The K-2 also uses newly developed guided munitions to extend it's firepower and range over its competitors.

However, these knick knacks comes at a price. The K-2 system is priced at a whopping 8.8 million dollars per tank, making it the most expensive combat ground vehicle in the Loyanese arsenal to date. With a reduced defense budget, the military has only purchased ten K-2s to date. From the beginning, it's designers have state that the Panther was not meant to replace the much cheaper Type 96 in service. Instead, the K-2 will be showcased in the export market to foreign militaries. It's designers believe that the advance tank will succeed in attracting buyers.

Mega Modular Manufacturing Plant: Factory of the Future

Modular Research Facility, National Manufacturing Institute, Anyia. In this giant converted warehouse of the NMI, students and industry leaders have been studying and implementing the latest methods and techniques to modern manufacturing, increasing the ever expanding horizon of how much, how good, and how fast one can make a product. Research done in this facility had aided the defense industry greatly, but it has also revolutionized Loyan's civil manufacturing sector.

Modular product design has allowed greater flexibility in the function and appeal of consumer products; a great example being Sachio's new line of Modular Compact Vs. These MCVs allow owners to self-customize components of their vehicle, adding headlights or audio electronics etc. through quick but durable "snap on" attachments. Costumer reception of the MCV has been extraordinary, with 250,000 MCVs already being sold in Loyan and countless selections modules being sold each day in MCV shops that have arose. The ease in which costumers can continual customize their products has been viewed as the main appeal of modular products. Manufacturers love it too, as products such as the MCV allow them to sell tons of add on modules on a daily basis; the money just keeps pouring in.

The next step of the MRF program has sparked enormous interest from the public and government. This time, researchers are not only exploring modular design for manufactured goods, but also in the factory. Researcher Jon Wai explains, "Today's factories are a place of bolted down assembly lines, where the machines were built to manufacture one thing. Some maybe able to make small adjustments to the size or shape of the product, but any drastic change in the design of a product will need new press blanks or molds. Modular design factories of the future will be able to drastically change the things they can make, at touch of a few keys and a loading of specification files. A factory assembly that makes dishes could instantly be turn into machine that makes ceramic pellets or glass bottles. The prospects are endless."

Two weeks ago, officials of the State Projects Department announced the start of planning in a super manufacturing facility, dubbed as the Mega Modular Manufacturing Plant, or Triple-M Plant. This facility is said to be the beginning of a new generation of manufacturing plants, the factories of the future. SPD planner Yui Lian comments,
"There really is no limit to how much or how fast a machine can theoretically produce, only the economic constrains of capitalism and commerce limit what sort of machines are in our factories today. Businesses simply don't need or want a machine that produces a million luxury watches in a day. If they increase supply, the prices for their products will drop in accordance, which means lower profit margins. But we the government aren't constrain by these factors, so we'll have to be the ones to push these technologies to the limit. The Triple-M plant will incorporate the latest advances in computerization, modular design, and the likes to allow automated production of almost anything. Not only that, it will be able to produce specifications of micro precision at high output rates."

The benefit of modular design in such a grand facility is apparent. If you're bothering to build such a super factory, it's a good idea to make sure that it can produce a diverse selection of items, and not just three million pencils an hour for the rest of it's lifetime. Modular design will allow the Triple-M plant to produce almost anything with the help of computerization and robotics. The plant can simply change it's production type by swapping a few key modules in it's assembly line and loading digital specifications.

The planning for the project is expected to extend well into 2715, with over 2000 firms and companies to be involved with first blueprints of such a complex facility. Expertise from Canada and Xyrael are being drafted in to share the immense workload. The first prototype Triple-M plant is expected to be built in Na Wai, in an a area integrated with the city's famous Transport Network Complex.

Title: Loyan Undecided on Myrorian Bubble Burst
Post by: Union on December 30, 2007, 07:27:21 AM
Loyan Undecided on Myrorian Bubble Burst

It's been several weeks since the unexpected recession of the Myrorian market. While long expected
from external economists, the sudden crash of Myroria's domestic powerhouse has shocked many, including
government planners here in Loyan. Even after a month, Loyanese analysts have yet to decide how the
burst of the Myrorian economy will affect Loyan's own home market.

It's a complicated issue. Loyanese investments and business dealings in Myroria are nearly non-existence.
As expressed by many entrepreneurs, Myroria is rather "hostile" towards foreign involvement within it's markets.
Xenophobia runs high in the country, especially when it relates to business. Much of the market shares is held
and fortified by home corporations and firms, making market breakthrough highly costly and impractical. Direct
economic effects on the Loyanese economy is mostly negligible at best.

Much of the attention from home has been from a unlikely source, the military. The top brass in HOLA has
viewed the Myrorian recession as a double curse and blessing.

Myroria as a PI member, accounts for a great fraction of the alliance's military strength. Any issues with
the country's state of prosperity can potentially affect the military establishment. A underfunded Myrorian
military and reduced industrial complex is not in the best interest of military planners at Headquarters.

In a different light, the recession of Myroria's industrial complex may as well open up the arms bazaar for
the Loyanese military. Analysts anticipate an underfunded Myrorian military may impel the country's
defense-industry complex to release its products abroad. Grand General Hulan Via is especially hopeful of
acquiring classified technologies from Myroria, cheaply. This will free up substantial research money from
the defense budget for expanding personnel and equipment. However, officials are skeptic that tight restrictions
on militech transfer will be lifted by the Myrorian government. HOLA has yet to begin talks with Myroria to
discuss any sort of sale incentive.

Looking Ahead

Liu Sao, a factory owner in Na Sui, is probing into Myroria's situation privately. He will be leaving for Myroria
at the end of the month, hoping to meet up with suppliers for materials there. Sao was already aware that
the recession has caused a sharp drop in raw material prices in Myroria. The price reduction there could potentially
outbid his current Canadian suppliers.

Sao is no stranger to the difficulty of conducting business in Myroria. His father traveled to the country in 85,
prospecting for business partnership with big Myrorian manufacturing firms to secure capital and contracts.

"My dad started a small glass factory in 83 with a small loan from LCB. Business was hard to come by and his
2000 sq.ft workshop could barely turn out a decent window pane with the simple machinery they had. He tried
getting another loan from the bank for better equipment, but borrowing laws back then didn't allow him to
get anymore money.

By chance, a family friend told him about business opportunity in Myroria. My old man was left with no choice,
so he decided to try his luck there. He bought a plane ticket with money borrowed from my uncle, packed a gym
bag with his clothes and toothbrush, and was gone. He came back three months later with nothing to show for."

The moment he landed, Sao's father realized that Myroria was an entirely different world. He could barely speak
the language, and the constant stares from locals grew terrifying. For a month, any attempt to meet with his
Myrorian counterpart ended in failure.

"He rented out a cheap room in a poor area of the city. Needless to say, people weren't exactly friendly. He
told us about how he was spitted at on the streets, how he was constantly stalked by the gaze and temper
of slum dwellers. A passerby even pushed him into traffic during a evening walk near his hotel. He became
fearful for his life. Even to this day, my dad says he lost a part of his soul in Myroria.

After being kicked out of a dozen offices, my dad gave up and packed his bags. Problem was, he didn't had
a penny on him; A return ticket was out of reach. Lucky for him, he met a generous Inglish lady who lend
him the money for a coach ticket back to Loyan.

My father's first words when we met him at the airport after a long three months were: "I'm never going
back there again!", then he hugged us all while he cried. It's been 27 years, and he still flinches at the mention
of Myroria. I haven't told him about this trip, lest he gets a heart attack. It's best he doesn't know..."

Sao is taking no chances with his first trip to Myroria. He has hired a translator and guide to facilitate his travel
and business meetings in the foreign country. Sao is also on a search for personal security, a precaution he admits
has stemmed from the chilling recollections of his father's trip. But the 36 year old NMI graduate was determine to
succeed where his father failed.

"I'm not too afraid of where this is all heading. My dad went to Myroria with less than a hundred marks in his pocket.
I'll be going with a little bit more, a hundred thousand dollars equivalent of marks in a local account to be exact.
I'll have a easier time there than my old man, I just hope that the people there be a little more warm this time around."

Interesting Statistics

- Myrorian marks account for less than 0.5% of hard and electronic foreign currencies in Loyan.
- Myrorian goods account for less than 1% of imports in Loyan.
- In the past 20 years, only 5,219 Loyanese citizens have visited Myroria. Compare to half a million people who travel to Canada annually.
- Loyanese imports to Myroria account for less than a tenth of a percent.
- Less than 100,000 Loyanese are able to speak Myrorian adequately. Most are government employees who underwent mandatory classes.
- The largest Myrorian import to Loyan: Economic Textbooks and Publications
- The largest Loyanese import to Myroria: Lavender Scented Toilet Paper

Military Bash 2712
Biggest Party of the Year Reveal

For many people living in a time of peace and prosperity, the contribution and role of a country's soldiers are easy to forget and take for granted. Sure, we build commemorative monuments and create holidays to remember what they done, until the years pass and their deeds and sacrifices are forgotten by the next generation. These people deserve better, these men and women who safeguard our nation on a daily basis, many times at the risk of their own lives. What they need are not more twenty foot stone statues...but something else to show how much their work is appreciate.

And that is why, in the first ever major event held in honour of these fighting men and women, LAF officials unveil "Military Bash 2712", a definite party to remember for this year. TIM magazine has named the 2712 Military Bash as the first of it's kind in the world, and the most expensive party of 2712. HOLA apparently authorized 567 million dollars for the brass to fund the grandeur event, not including the cost to transport personnel to Vancouver, where the main party event will take place.

The planning for Military Bash of 2712 started five months in advance, beginning with secret meetings held by top brass in HOLA. Military Secretary General Jung Cung recollects his first reaction to the meeting.

"It was the weekend when I got the memo from the commissioner, saying something about a classified group meeting after lunch. So I show up, and I ask the Commissioner, "So what's going on?". He blackly looked at me and said, "...we're planning a surprise party, you in or not?" At that moment he grinned, and I realize either my pills were expired or he was serious."

The planning took the guise of secrecy, as planners were concern that news of the event would had disrupted operations and personnel performance. "You don't want a few thousand men and women tasked with defending the country to have their mind wander about a big party happening at the end of summer," commented Military Superintendent Peng. "It really disrupts their mentality during training and duty. And I should know, I was a big party seeker in my young days."

Problems naturally came up, especially for a bunch of people used to planning military operations, rather than big recreational events. Help came in the form professional event planners from Canada and Aiko. Months of work was put into creating the schedule for the event of the year, including accommodations, touring and main events, transportation, and not to mention the paperwork and right phone calls required to get Vancouver to accept fifty thousand foreign soldiers into the city.

LNI talked with the mayor of Vancouver on the topic. "Well first, you could imagine the suspicion I had when I got a call from the Loyanese military saying they wanted to hold a "party" in my city," he replied. "But in the end, we agreed that we could use a boast to our economy, especially after a long and expensive war." Vancouver city council then worked with the event organizers to make the event possible, including the all important task of finding enough mooring space to secure the many ships of the Loyanese Navy. A few neighbouring port towns were called in to resolve limited mooring capacity in Vancouver harbour. Even then, city officials had to determine which streets to close off for the first-day Parade March, where the thousands of Loyanese personnel will walk into the city in style.

This party event was not without its opposition. The brass of Loyanese Ground Forces had blankly refuse to involve themselves with the event, marking it as a incredible inappropriate use of military funding and resources. As one general remarked, "I can't believe the idiots in HOLA allowed it (the party), simply an incredible waste of money and time. Here we are, trying to scrap enough money for my ground boys...and these buffoons go on and waste half a billion dollars on this stupid party!" As a result, only the Navy and Air Arms will be taking part in the Military Bash event, while troops in the LAG will be conducting a practice landing assault in Red Cliff. The Grand Admiral is openly "regretful" of his Ground Force colleagues' decisions, branding them as an "all work and no fun bunch".

The troubles were far from over as the starting day of the two week event neared. The Loyanese Fleet carrying the party's unknowing "invitees" had to make a unforeseen stop north of Dysanii when booking error with a major hotel resulted in a major accommodation issue. "When I got the call from one of the planners saying that we didn't have enough rooms, I immediately told the Fleet commander to stop and stall for time while we went scouring for vacancies elsewhere," remarked   Superintendent Wilsong. "That was one disaster narrowly avoided."

Another unforeseen disaster nearly ruined the party during a incident with the stalled Fleet and nearby DYSFOR military elements. Apparently, two Validean carrier fighters made a strafing pass on a Loyanese frigate last night. Reports of the incident are still sketchy, but Superintendent Micra gave a brief on the incident on television:

"I got the call from the Mystica captain just this morning, telling me they were confronted by a pair of Validean sea birds. I don't know what sort of practical joke those Validean flyboys were doing, but the endangerment of Loyanese personnel is a serious matter that will be investigated to the full. It's simply disturbing, the most unprofessional conduct I ever heard of! You can bet hell that I'll be making inquiries to the Validean embassy about this jackass stunt, and there better be some disciplinary actions taken against those pilots or the son-of-a-bitch officer who authorized that strafe..."

Luckily, no damage or casualties were reported from the incident. However, the ship was placed on high alert during the initial detection of two Validean naval F-35s heading on an attack course towards the Mystica. The ship in question was  part of the 1st Scout Flotilla, which was heading westwards towards Vancouver when the incident began. It is reported that the flotilla had been tailed by a Validean carrier flotilla during this time, for reasons unknown. Repeated hails to the Valideans fail to deter or disclose the intentions of the two F-35s, which was detected by a nearby Loyanese Sea Hind. Officials will be pressing the matter to IPO officials tonight. It is also reported that the incident alerted other international elements in the area as well.

As for the the rest of the schedule for the 2712 Military Bash, the majority of the LN will arrive in Vancouver by this afternoon. LAA personnel landing in Fort Jolen will arrive tonight on rail in time to see the spectacular city-wide firework display. Other smaller M-Bash parties will be held in Loyanese cities at home, for those servicers operating on roles too important for national defense for them to visit Vancouver. There's always next year, right? A salute to those that had to stay behind...

Vancouver was named "Canada's Party City" by TIM Magazine Canada two years in a row. Despite years of conflict in the region, the city has not lost any of it's spirit for fun and play. Definitely a good choice by HOLA.

WAR! Possible Worldwide Conflict Drags the Islands into the Fight

In a unprecedented move by Parliament today, four out of seven Districtors had sign off on their support for a Preparation of War against the nations of the AC Alliance. The move had been resisted by anti-war citizens, sparking a series of protests and rallies over the course of the day. The Districtors are discussing a re-vote in the face of such public opposition. A major face-off between pro-war and anti-war advocates is expected to ensue over the months, said analysts. On a side note, strong support for the war has surprisingly come from Loyan's business community and rural communities in Lia and Mei districts.

While a minority, support for the military liberation of Valhene (which recently enter the PI as a full member) has been unusually high among Loyaneses. While many Loyanese acknowledge that Valhene should be recognized as an independent state, many are mixed in their opinion on the illegal AC presence. Pro-PI and neo-militarists have traditionally supported a solution of force against DYSFOR's illegal occupation. They have recently been join by right-activists and libertarians, after reports of civilian oppression and suppression of civil protest by DYSFOR leaked out. The Water Incident had only deepen the suspicion on AC's presence in the area. Many politic thinkers had deem DYSFOR actions as "cultural, civil, and economic" rape against a post-defeat people, oddly mirroring the behavior of pre-modern empires against conquered people.

While civil politics clash in a battle at home, the Loyanese military is preparing with all speed for operations abroad. Several divisions of the Loyanese Ground Forces have been summon for combat duty, along with squadrons of the Loyanese Air Arms preparing to ship out for Arcadia and Fenexian held territories of defunct Dysanii. The First Expeditionary Fleet in Vancouver has also been order to patrol the sea lanes between Loyan and the South Continent against DYSFOR fleet elements. However, mobilization of troops itself had been resisted from within Headquarters, with many anti-PI brass members resisting the move for external combat in Valhene. The recent death of Military Commissioner Alri had increase tensions between the factions of military leaders, one side calling for liberation while the other calling for non-intervention in the Valhene issue.

The official declaration of war against AC has been scheduled three days from now. During this time, AC nationals have been urged to leave the country as soon as possible. An trade embargo has been put in effect, and all AC commercial vessels have been given a deadline to leave Loyanese waters before the official declaration of war.

Military Commissioner Dead after a Car Accident

Alri Leng Biu was deemed dead yesterday night after his car swayed into an eight wheeler a few blocks from his country cottage. Paramedics from Huilan County Hospital arrived too late to save him, and he died from a puncture skull and internal bleeding two minutes into the ambulance ride. SP investigators had found a large amount of alcohol in his blood, which is suspected to be the cause of the incident. SP has ruled out the possibility of external motive after they investigated his cottage, finding two open bottles of champagne. Further questioning with his family revealed he left for the cottage two days ago on a unknown errand. SP concluded that Alri was on a rush to get home for his daughter's birthday, and the drinking of liquor was a ill-fated mistake for the 56 year-old. His close colleagues however had rebutted the SP's conclusion of an accident, and demanded further probe into the investigation.

Alri was elected head of Loyanese military after the Harmony Incident of 2709, replacing his controversial predecessor. With his death, Military Secretary General Jiama will be taking his place as temp-Chief of the Loyanese armed forces. However, Jiama's automatic rise to head had been opposed by pro-PI brass members. Currently, Superintendent Keng (former Secretary General before the Harmony Incident) is vying to replace Jiama and take up the now-free position of Military Commissioner, supported by the pro-PI faction of HOLA. He will have to wait for Parliament's decision on the who the new Military Commissioner should be.

Alri is scheduled to be buried next week in a Honourary State burial in Anyia. He started in the military as a prodigal commander in the 1st Anyia Lotus Division. The man well liked among his subordinates and took an active role in political circles. He was particular sensitive towards Loyan's growing military power and was renown for his isolation policy on the use of Loyanese military power.
