The Black Sea Confederation of Affiliated Provinces is a huge, economically powerful nation, renowned for its barren, inhospitable landscape. Its hard-nosed, hard-working, cynical population of 513 million are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The enormous, pro-business government juggles the competing demands of Law & Order, Healthcare, and Social Welfare. Citizens pay a flat income tax of 19%. A healthy private sector is led by the Retail industry, followed by Information Technology and Soda Sales.

Education

CAP is notable for its entirely privatized education system. Parents are required by law to send their kids to a private school or home school, however this has proved to be increasingly difficult to enforce as many parents just choose to say they are homeschooling. Consequently, the nation has one of the lowest literacy rates in the region.

There have been internal debates recently as to whether the government should open a public schooling system, or at least provide school vouchers so that parents can send their kids to a private school of their choice.
