You must be a citizen of Taijitu to apply. By joining you agree not to raid regions. If you like raiding, try the Grey or Black army.

I think, there's supposed to be a Black Army as well, as indicated by the tiny tiny text? Speaking of which, since Elu won't stop bugging me, I guess I'm joining the White Army.
