Title: Regional Motto

A motion has been made and seconded to hold a consultative vote on what motto to use. The original discussion can be found here (http://forum.taijitu.org/proposals-and-discussions/motto-and-regional-title/). If no option gets an outright majority a second runoff vote will be held. This vote will last for 5 days.
