To equate it to real life, it is when two nations agree to open embassies. It is the commencement or recommencement of relations between the two.

In game, typically an on-site embassy is created, which has little effect other than to declare to the world that those two regions have relations. The Pacific, however, has a policy that limits on-site embassies to allies and larger regions.

This has passed (a few days back actually >__<) with 7 of 9 of those not abstaining supporting it.
