The Pacific has requested (http://forum.taijitu.org/embassies/embassy-request-%28i%29the%28i%29-pacific/) an embassy with us. This vote will last for five days.

Can someone please tell me what it means to open an embassy.
(In the game, that is)

To equate it to real life, it is when two nations agree to open embassies. It is the commencement or recommencement of relations between the two.

In game, typically an on-site embassy is created, which has little effect other than to declare to the world that those two regions have relations. The Pacific, however, has a policy that limits on-site embassies to allies and larger regions.
