Lord Durham gave the general a grim smile. "And our people never accepted Dysaniians breaking into their homes, taking them and marching them to Dysanii to die...General. We  are glad to hear that those who started this war are behind bars, but we don't trust that you will not attack you. Your people might not approve of this, but we know our peole didn't approve of this war that your people started. We had to sacrafice alot. Alot more than Dysaniians. Territory, people, good soldiers, resources, even the Emperor lost his life because of this conflict. I believe your people need to sacrafice in turn. We aren't asking for a forced annexation, we are aksing for insurance that you will never attack us again. We didn't ask for this war, then you cam to us and asked for peace. You also I believe are experiencing a rebellion and you are fighting a two-front war. You are in no room to deny our demands. The western territories will be returned in twenty years. That is our final offer."

If Dysanii would retreat to it's pre-war boundaries would Canada find it acceptable if a buffer zone would be created under IPO control?
For a period of 25 years. Dysanii would have to cover expenses for the deployment of IPO troops. And..."

Also if the ones responsible are under arrest as you tell us would you be willing to put them before an international court?

Yes but they must not be able to control their armed forces that soon. Dysanii shown to be an irresponsible government, we can't give them their arms back so soon. I agree with IPO over-viewing all processes, but i do not agree with IPO controlling things. They have their right for national identity, we can't take that away, or else they become IPO puppet nation. Dysanii must be free from the irresponsible government and their control of the military.

Also I find it difficult to take away a governments control of it's military. A arms reduction to a certain level maybe?

Lord Durham thought long and hard for the proposal of a buffer zone. He still wasn't sure. Perhaps the war should continue, but at what cost. He didn't know what to do. Perhaps the war should continue until the Dysaniian army was expelled from Canadian territory, then perhaps than it would be better to come to an agreement. He liked the idea of a reduction of Dysaniian miltiary strength, but in order to do that, the Canadians would have to win a major battle that would force them to retreat and continue to fall back. That was all he asked was a major battle that was it. Something to turn the political tide in favor of the Canadians. He will stay in Terranger just in case the Canadian government could just win one major battle.
