I am seriously wondering how many topics and letters you have to write to become an citizen or any higher ranking member of this Forum. Hmm??? I am very curious to know

Citizen, Minister, Delegate, Senator, and Speaker are all offices that can be help in the Taijitu Government. If you are not one of these you have a special. To change this title you must increase your post count. I believe that one begins as Newbie, Jr. Member at 50 posts, Full Member 100, Sr. Member 250, Hero Member 500, Awesome Spammer 1,000, Forum Dominator 2,000. I'm not to sure about the last one. For example, I am now a Hero Member, but since this will be my 1,000th post, I will then become and Awesome Spammer.
Both the government title and the post title are shown. Again for example since I am both a Senator and an Awesome Spammer, both will show. Glad to help.

To become a citizen, just go and apply here (http://forum.taijitu.org/index.php?topic=116.0). And while I'm at it, there's a Guide to Taijitu (http://forum.taijitu.org/community-office/guide-to-taijitu/0/) that will help you figure all that sort of thing out here. :)

Oh and FYI, you don't need a certain post count to become a citizen.
