at this point in time shagras has no police, no prisons and no army, the citizens feel vulnerable and request some changes, should shagras create an army to protect its citizens? - of course complying to the constitution of our nation, Force is not to be used lightly, only in extreme situations will this military be implemented.

Hiw would be an "army" like japans "Defense Force" (or how they´re named in english). They´re only to protect the population, mainly from catastrophs etc.
