We will be flying all surviving Loyalists to Terrangar. We hope that in the future these Eastians may once more be able to return to their homeland. We will remain the refugee home for millions of displaced Saletsians and UFM citizens. We are currently unable to transfer these people, as we are evacuating all major south-eastern Xyraelite population centers for fear of fallout.
We have begun a project to commence with a mass exodus from Xyrael, in fear of nuclear strike. We have asked the peoples of our nation not drafted in the army and unable to work in factories to take residence away from city locations. This is to reduce the effect of civilian casualties. We fear that these precautions may create a ground upon which plague can form, and we ask that Terrangar spare 90 of it's finest doctors to ensure that refugee camps forming throughout Xyrael do not become affected by this. We are unwilling to disarm Xyraelites in these camps who have purchased arms, and would frown upon such action by a non-government organization or foreign government. We find that these refugee militia's may be Xyrael's last line of defense should the military be mobilized abroad to it's fullest extent.
Due to the stresses of war, our economy is beginning to falter. Already massive inflation has brought the value of the Xyraeli Credit to a low that has not been seen in forty years. We find ourselves barely able to pay the military, and are allying with the Xyraelite Priesthood, which has declared a Jihad to Unify the Easteros Continent. We find that our soldiers are unwilling at best to betray both State and Light, and we will not be transferring wounded off of the front lines unless they wish it. We expect that, should the Priesthood fail, the entire Eastian continent's economy will be damaged by massive poverty. Therefore, we must not fail.
Xyraeli forces pressed their attack on the UFM coastline, overwhelming their opponents with sheer numbers. UFM resistance, however, was very tough even when conventional warfare had ended. UFM soldiers had taken to guerilla warfare in the face of overwhelming enemy superiority, but they did not have much land to roam. Much of UFM and PRL had become a vast irradiated paradise world of death. What was once a beautiful jungle now hid the horror that hundreds of species of animals were now extinct, that the trees now twisted and warped, dying in the unseen poison. Xyraeli casualties were heavy, even a glancing bullet meant that the soldier had to seek medical attention lest he possibly suffer radiation sickness. As such, UFM guerilla warfare began to fail as their fighters suffered from intense vomitting and other side effects. The Xyraelites managed to capture a small port along the coast, and three docks were immediately requesitioned to ferry refugees out of UFM.

We hereby offer you the following terms which will enable your people and soldiers to safely take refuge within Xyrael. We ask that all persons responsible for ordering the nuclear strike on Saletsia be transferred over to Internal Affairs where they will be tried by an international court for war crimes. We demand the complete disarmament of military personnel and request the complete transferral of the entire UFM populace to Xyraeli lands so that they may take refuge from radioactive fallout. We request that UFM lands be given over to temporary Xyraeli administration, where the terms of their release will be discussed at a later date. A semi-autonomous enclave may be constructed within Xyrael, provided that State Infantry are allowed to search premises for weapons and other tools which may be used violently against the State.
