Introductionary Booklet: Guide to Xyraeli Colonies

Chapter 1: Laws of the Empire
     Laws within the Illuminate are rigid and enforced, but allow flexibility. Unlike the West, where laws are more like guidelines, Imperial laws must be adhered to. Imperial Police are licensed to defend themselves when a threat is posed, therefore do not pose a threat. The Court system is trial by educated jury, jurors are peers who have received a proper Upper Level education, equivalent to university level education in the West.

Below are given the basic laws and their punishments:

  • No stealing - Theft is not allowed in any form. Punishible by jail according to amount stolen. Should a person be injured during the act, the sentence is raised.
  • No murder - Murder is defined as the act of killing with intention to kill. If intent is found, then the convicted is sentenced to death, regardless of the case. Exception is self-defense, in which case the convicted is sentenced to 5-25 years in prison.
  • No sex crime - Extramarital affairs and Rape are punishable by 5 years for first conviction, 8 years for second conviction, chemical castration for third. Cases are investigated only when reported. In addition, should any man be found married under his nations law but touring in the Illuminate, and should he visit a brothel, he will be immediately expelled and barred from returning to the Empire.
  • Infringment of Right to Privacy - Imperial law does not govern events which occur within an Imperial household. Any infringement of a mans right to do as he wishes on his own property is punishible by 1 year in prison, except when the man is suspect to harm another persons right to life.
  • Identification - All citizens, residents, and tourists within the Empire must have identification at all times. If any man or woman is found without, they will be detained for a period up to 48 hours to confirm their identification. Any man found without proper identification within the government database is to be catalogued within the government database, expelled and barred from returning under penalty of 25 years in prison.


These are the basic laws of the Imperial Illuminate which will most often be encountered. Any further questions should be directed to the local prefects. (ooc pm me)

Chapter 2: Cultural Norms
     The Empire comprises many nationalities with varying cultures. This book will detail the Xyraeli culture, which encompasses the entire Empire. (ooc you will encounter this to a larger degree in Istanbul, ask G-C about the rest of the area)

  • Respect - When greeting a new person, bow your head. The further the bow, the greater your respect and the better you will be treated. Respect should be shown to women before men. They should be spoken to with reverence, beating of women is a punishable offense, and publically showing of women as a sexual symbol is shunned. Women are viewed as the source of life and goodness.
  • Religion - Illuminism is the practiced state religion of the Empire. Illuminist churches are government funded institutions and are tax exempt. In addition, Illuminists that donate to charity (ooc a form of Zakat amounting to 2% of yearly earnings) are subject to tax relief. However, the Illuminate is a religiously tolerant union of peoples. Within a mans household he may do as he pleases, and religious structures besides Illuminist are allowed to be constructed.
  • Honour - You may not disgrace a the honour of a man or his family. Shaming a man is a reprehensible deed, and the shamed man is expected to avenge his shame. Although it is forbidden to do so, many men seek to avenge their shame through force.

The flight to Xyrael had been far from comfortable. The A400 of the TAF had been equipped with seats from a civilian aircraft however the passengers had found little time to relax.
Chief Chipahua went over the tasks with his group again and again.
Much consideration was given to the information sheet on Xyrael law they had received from the Xyrael delegate.
“To prevent any problems with local law I say you check in with your areas local prefect. At least introduce yourself, explain your mission and inform him that we are in his general area.
We should however make clear that we wish to move around freely.
I have also reassigned our groups. Here is the new deployment plan.

A voice came over the loadspeaker.
„This is your Captain. We are going to touch down at Istanbulr in 15 minutes. Prepare for landing“

ooc: If Istanbul is okay with you Xyrael. Also i have informed your gouvement ahead of time that we will arrive in a white A400M. Sorry if it is a military transport but it is the only plane with enough range to get to you. Maybe with a stop in Loyan.

ooc: It is perfectly fine, actually. Istanbul should have the fewest terrorists despite being the largest city.

ooc2: although diplomatic immunity is not given (as such you can not carry a weapon, which wasn't actually my intention) i realized the feniexian security strictness. Should it be deemed necessary at a later date, the feniexian an exception will be made and the feniexian ambassador will be given the proper licenses and permits.

The white plane arrived. Carlos was in a rush to get to his resting place, he was so damn tired from the flight. He had some room booked in a fancy hotel, but he chose to go to some residential. He only knew the basics of the language spoken there..it would be hard at the beginning, but Carlos already prooven to be a good learner when it goes to languages. He found some bar, maybe they had a place to sleep, or knew one. After reaching the Bar tender, who immediately got scared for the obvious look of foreigner.

The bar tender chuckled at this man's inability to speak. Sure, he was trying.... trying to butcher the language. He sighed, calling the man a farcical imbecile in his own tongue while signalling to the waitress, who came over with a smile. "No, sir, this is the bar..." she talked to him in perfect Inglish as though he could not tell from the bottles on the wall. "Registration is in that room," she pointed to a woman sitting at the front desk who waved with an impish grin.

Chief Chipahua led his group to a small hotel near the airport. they would spend only one night here and then move on to their designated district tomorrow.
The man at the reception looked surprised to see so many foreigners entering his place. Then he seemed to remember the reservations.
"Good evening" Chipahua said trying to remember his language training. Xyraeli was a language not too far of from Terrangan.
Historians had always speculated that  the inhabitants of Loyan and Terranagr had common forefathers. but the Xyraelis had never allowed anyone to look to deep in their history.
"We have ordered rooms."
He waited for the man to collect himself and check his papers..

ooc: The international airport is located within the Xyraeli Quarter, the military base within the urban area is located between the Xyraeli Quarter and Industrial. There are four quarters, Harbor Quarter (northwest), Xyraeli Quarter (northeast), Industrial Quarter (southeast), Gallipoli Quarter (southwest). Xyraeli Quarter is a "well-off" neighborhood, but only because the rich have decided that it's a nice place for winter homes when Xyrael grows cold. Also, most of the managers of factories live here. Gallipoli and Industrial Quarters are poorer neighborhoods, but they aren't slums. Slums (which are in every city, don't say they aren't) are in the Harbor Quarter opposite the harbor from Xyraeli Quarter. Everywhere else outside here is Turkish language, but Istanbul for now is more like Al-Djazair of Algeria under French colonial rule.

It was night time by the time the Collosean observers arrived in Edirne. After the plane landed, Eucratides was the first off the plane and onto the tarmac with his five specialists; Pytheas, Agatho, Nikos, and Theodorakis, all of whom were detectives in the police force, and Stavros, the translator. Stavros wasn't perfect in this language, but no problems are expected.

They had rooms reserved at the best hotel in the city. They're rooms were suites on the top floor of a 5-story hotel, sitting on top of a hill over looking Edirne. The rooms were spotless, there was a mountain of pillows on each king bed... But most importantly, to Eucratides anyway, the hotel had a lounge.

After unloading their junk, they went straight to the lounge.

The bar tender began passing shot glasses to the foreignors. "Hey Stav..." Eucratides said, "What did you get us?"

"Vodka, followed by their finest wine."

"Give me beer any day." Nikos said just before they all drank their shots.

Theodorakis turned to Eucratides. "So what's on the agenda for tomorrow??

"Well I figured we'd head down to the beach and do some observing. Of the local hotties I mean." answered Eucratides with a laugh.

There was a silence. Agatho was the first to speak up. "You're kidding right? We're not on..."

Eucratides was giving him a cold look. He whispered, "Listen, the nation comes first. Keeping Xyrael strong is in Collosea's best interest." Eucratides handed his wine glass to the bar tender and stood up from his stool. "Besides, I have a feeling we wouldn't have much observing to do anyway." And with that, he began heading back to his room.

He bought quite a few stuff from the all-selling-men, although he had this idea that most of those goods were stolen. The IPO Observers department had their way to pay everything, they gave Carlos allot of money and allot of planned traveling, that frankly, Carlos wouldn't walk that path. He would rather make "cross-country" into the population. He had some room booked in a fancy hotel, but he chose to go to some residential.
