Our personal will take permanent measurements of radiation levels, wind speed, wind direction.
We will collect this data and upgrade the map accordingly.
This map is available trough the Terrangar DRO HQ and will automatically by handed out to all involved trough the DRO Xyrael HQ and DRO regional HQ at Saletsia and UFM

*Within these areas everything has been irradiated by the neutron emissions from the nuclear blast. Every brick, chair, table all stone, earth, plants, vehicles are radioactive to some level depending on composition of materials and the stability of atoms in said materials.

Report
Due to massive fallout being transferred into the upper atmospheric levels and condensing there, heavy rainfalls are expected as a result of moisture condensing on these particles.
WARNING Rain will be highly radioactive. Do not leave shelter during rain. If you must leave shelter wear NBC protection and follow decontamination protocol.
A member of the DRO or Terrangar NBC warfare unit will help all civilians that must leave shelter.
DO NOT COLLECT OR USE RAIN WATER.
Rain status is BLACK for NBC protection procedures

SAFETY MEASURES
All personal in the area working for the DRO will wear full NBC protection in the colours red, orange or yellow to separate them from military personal.

All persons to be evacuated are given a protective suit and gas mask with NBC filter.
CAUTION Use filter only once then dispose in sealed metal container
Take decontamination measures before reusing mask and clothing. DO NOT use for extended stay in radiated areas. Use only to leave the area as fast as possible to prevent further radiation injuries .

Work safety measures
Every person will be given a Dosimeter
Every workgroup of 10 persons or fraction thereof will receive 1 Geiger counter and 1 person in this group will be tasked to control radiation levels and exposure time.
Maximum time allowed at work in an irradiated area MUST be calculated beforehand.
Work time in an irradiated area MUST include the time needed to enter and leave the area.
Work time MUST NOT be overstepped for any reason.

State Infantry NBC warfare units have been within PRL for some time now and are constructing safe zones in low radiation zones. They have begun gathering refugees, but decontamination efforts are not planned for several months.
Below is a map detailing SI-NBC Safe Zones.

Several State Safety Zones have been established along the coast, and meteorologists are expecting them to prosper for some time as winds seem to be pushing radiation away from the sea. Currently, our first safe zone contrusted in proximity to Anyia is becoming more irradiated every day. We are planning an evacuation of the camp currently. The eastern zone resides within highlands, but is expected to suffer degrading quality within the several weeks. The current status of each camp detailed below:
North Camp Alfa
Food Levels: Diminished quantity and quality
Supply Levels: Sustained
Medical Assistance: Poor, several doctors suffer radiation sickness, medical team composed primarily of nurses
Radiation Levels: High, increasing
Refuge Population: 185,000
Other Concerns: Excessively large numbers of wounded. Excessively large numbers of POW's. Security Risk is high.
East Camp Bravo
Food Levels: Low
Supply Levels: Low
Medical Assistance: Excellent medical staff
Radiation Levels: Low, expected to increase
Refuge Population: 135,000
Other Concerns: Expecting radioactive rain, minimal shelter available. Excessively large numbers of POW's. Security Risk is medium.
South Camp Charlie
Food Levels: Excellent
Supply Levels: Sustained
Medical Assistance: Medical staff needs reinforcing
Radiation Levels: Low
Refuge Population: 90,000
Other Concerns: Large influx of refugees expected. Damaged pier preventing adequate evacuation.
South Camp Delta
Food Levels: Diminished quantity
Supply Levels: Logistics Concerns

North Camp Alfa
Prepare for evacuation. We will send 50 Fuchs APC 20 standard and 30 medical for evacuation to DRO HQ North.
Also 933 trucks will be send prepared for transportation.
Also we will send 40 Mi-8 helicopters within the next 5 days.
East Camp Bravo
We will send trucks with Containers to function as temporary shelters.
Prepare a high ground.
Have your people dig trenches to make the water flow of.
South Camp Charlie
We will send medical staff by helicopter. Expect arrival in five hours.
We will prepare assistance for evacuation. We may circumvent the damaged pier trough landing ships and ACAV if we can get the letter from PUR.
South Camp Delta
We will send medical team by helicopter anf food
Also we will send a supply vessel from our navy and a civilian cargo vessel.
West Camp Echo
We will try and bring in two passengers ships from Protac to pull out refugees and move them to Terrangar. This will however take several weeks.
We could build a second camp and DRO could take over to lesson tension. We will send a advisor to consult you on this option.
Special Notice.
The Terrangar Army will move its remaining 184 Mi-8 transport helicopters to Salestia/PRL/UFM to assist in evacuation as well as search and rescue missions.
The Air Force weather squadron will send teams of 4 men and weather balloons to all Xyrael positions to provide permanent update on weather patterns.

Forecast shows that the wind coming in from the ocean and blowing inwards will continue over the next few days.
We will inform you immediately if any changes are coming up.
Due to the massive amount of water vaporized by the nuclear blasts and the amount of ash in the air due to continuing fires rain will increase over the next few days.
Also the uncontrolled fires in industrial zones are further poisoning the air and water.
Expect rain conditions to remain BLACK. Water conditions in rivers and lakes are also BLACK.

However this may take up to one week due to the distance they have to travel.
Please contact us on how to deploy the vessels after wards.
We should keep the evacuation of your own country and Saletsia in mind.

Some people would say that doctor Coxotl had it easy.
Unlike others in the medical profession he had not to worry about his patients dying. His patients were supposed to die.
It had been almost 25 years since the hard political debate about granting Euthanasia to people who suffered from fatal and incurable diseases.
He had joined the diseases on invitation as a doctor and saw himself now in a position of much too great responsibility.
He looked at the piece of paper he had gently removed from the woman's hand. Then he looked at her. She tried to smile but failed without lips or much of a face left.
What hair had not burned had fallen off due to radiation sickness together with her teeth and nails.
“Ill it urt?” she asked.
“No Miss Chen “ he said with a soft, gentle voice. He had done this so often but every time his mouth went dry and a lump formed in his throat making it hard to talk.
The piece of paper was a signed agreement. He would administer a deadly dose of an anesthetic that would make her sleepy, relaxed and finally stop her heart.
“You will travel lightly” he told her “In a short time no one will hurt you Miss Chen, never again”
He had some difficulty to apply the infusion needle to her arm. The skin was almost gone and the burned flesh had begun to harden with scare tissue.
He had seen her passport. He had to check to make sure she was the person she claimed.
She had been young one. Beautiful once.
“ank u dotor” she whispered while she closed her eyes.
He attached the infusion bag and opened it. The clear fluid ran into her veins. Within a few seconds the undiluted substance would do its work.
First the pain left her, then the anxiety and finally she departed this world.
He stood there waiting for 10 more minutes while the life support system beeped it´s flat-line signal.
The nurse shut off the alarm and monitor.
“Come doctor we have other patients waiting. Mister Huang is next. He has a drainage in every lung to pump out the blood and he is under heavy life support.”
“We should not let him wait” she said while gently placing the sheet over the woman's head.
Doctor Coxotl pulled out a cigarette and took a deep breath “Sometimes” he said to the nurse “I wish I had it as easy as those other doctors.”
