South Plains have grown since its induction as a colony of the Allied States.  A mirror government had taken over for General Trice, elected by the citizens of the colony.

General Trice having spent many years there, married a local woman and called the colony his new home.  As such he requested to be posted with the permanent garrison in South Plains.  After exemptarly performance in the acquistion of South Plains and its animal farms, particularly his involvment in Operation Silent Revolution, his request was granted and he oversees all military operations in South Plains.

Not far from the South Plains Base, CAM opened their first factory in the colony, creating thousands of jobs as well as reducing the need for military supplies shipped to the colony.  This factory is the first of many opening across the developing colony.  CAM now has factories in all of the Allied States and its territories.

Soon after they had stabilized control of the Area around the landing a pull out began, they were to move onto other operations.
The remaining cohort of the Legion braced itself for what would come. Soon forces began to gather. After three days tanks began to move towards the city. Anti-Armor infantry divisions fired shoulder mounted artillery crippling many of the forward force. The War Lords tanks fired onto the defenses killing many teams. Soon APC moved in, a few were destroyed killing all on board. Most of the apc moved in deploying military forces. They broke past the first line of defense the Legionaries and the few supporting Armor Units fell back into the city. Legionaries deployed into houses and buildings Fired down onto the forces below them.

Enemy forces used their heavy artillery to fire at buildings that were holding legionaries, but they were often then dropped by Legionary Snipers using M200's in different locations in the city.

Mines deployed in the road devastated the armor that moved into the city and triggered anti personnel explosives hit units moving in with lethality. Legionaries pulled out of the front section of the city, the second line of defense fell to the invading forces. The Third fired with many different heavy machine gun nests tour into the enemy forces. Legionaries began counter deployment to move around and focus the Forces moving in to one area. As the Forces began to move in heavy explosives went off.
Legionaries began mop up operations as enemy air forces moved in, helicopters in prominent. Legionaries took cover from the air fire, anti-air squads moved out to fire and cripple or destroy the Choppers, many of these squads were cut down by enemy forces. But the heavy loses of the forces forced a withdrawal. The air forces pulled out to cover the withdrawal. The first counter attack against the Legionaries was pushed back.

The IRRW territory of Filipinas Island was under strict government control. The Filipina government was semi autonomous with supervision from the Office of the Minister of Territorial Supremacy. Day to day life was better than before the overtake. Several hospitals and schools were built throughout the more rural parts of the island and a highway lapped the entire island. A portion of the island was turned into a tourist destination with luxurious hotels and clubs. The IRRW Navy stayed primarily in the port of Susanna, with the smaller vessels patrolling the entire territorial waters. The Military Police maintained a heavy presence throughout every city and village.



Public works were better than ever and aside from the random checkpoint life was still quite normal.

Urban operations began again under the suspicion that turmoil within the Allied States South Plains will spill over to the Island. Housing prices began to drop and the constant airdrop of food and supplies maintained a low cost of living. The colony recieved free health care similar to IRRW.




The universities were packed as college was made cheap and affordable. Technology was on the increase......along with a new type of weapon.

OOC: I never finished this. Now is the time to do so. Saletsia (former Supremo) once said I deserved it. Here is my coup-de-grace

Several dozen special squads of State Infantry slipped through the now quiet borders between Xyrael and the new Islas Filipinas, which had turned into a harsh militarist dictatorship. A unsteady ceasefire had been declared by the Xyraeli government just prior to the King’s demise, and now the State had assured it’s people the government would not fail. In secret thousands of tons of military equipment was shipped to Cebu island and occupied Lucena and Naga. Southern State forces had withdrawn according to the ceasefire treaty, but Cebu island and the western coast were still under Xyraeli occupation.

If one could gaze upon the equipment being sent into the occupied zones, one would easily tell these were not simply measures to reinforce Xyraeli forces. These were weapons of war. Large amounts of cruise missiles, refitted Gripens designed for precision strike bombing, and large numbers of infantry. Over the past few weeks hundreds of Filipino separatists, funded by the State and aided by State Partisans, were quickly being organized and equipped with the latest in war gear.

Meanwhile, the militarists grew lax amidst the boredom of bureaucracy. Anti-government forces were rallying under a flag of Filipino nationalism, and a new war was soon to come, but the government was not planning a prolonged war.

The separatists and Partisans had situated themselves in key positions, able to cripple the infrastructure of the Filipino nation in under two hours. A series of highly effective air strikes targeting key military locations would follow, and shortly after the nationalist forces would rally the people in a nationwide insurrection. The plan was tactical, effective, but it had to be carried out flawlessly if the war was to end quickly.

In the cover of darkness, well hidden in the jungle shrubbery, 20 men crouched cloaked in the veil of shadows. The moonlight barely illuminated a number of mortars and another man held in his hand a remote.

The night before several men had successfully planted explosives on a SAM site. This had been done across the country, but there men were looking at a garrison of one hundred and fifty Filipino soldiers. Two heavy machine guns lay in forward positions as the seconds ticked away in the minds of every soldier laying in the field. They all prayed the explosives were still armed. They all prayed they would see a victory today. They all prayed to see their families, their children, they all prayed together.

At 2:25 AM the signal was given. An explosion ripped through the SAM site while mortars slammed into the barracks. Hordes of Filipino soldiers scrambled for their arms, searchlights scanned the black while the nationalist forces held their fire in fear their muzzle flashes would reveal their location. A second mortar volley ripped through the camp, flinging bodies into the air, and the machine guns opened fire on the towers.

Cruise missiles raced through the air, slamming into large military installations with only moments warning. The ill prepared guardians of the Militarist Filipino nation were destroyed by masses of ordinance guided to target by pinpoint laser guidance.

Squadrons of Gripen blitzed to air force bases, ripping through the poorly maintained Filipino Air Force within an hour, dropping cluster bombs across large military outposts while the Filipino army struggled to bring up mobile radar units, which were quickly incapacitated by roaming EW air teams. The State Air Forces had eliminated 60% of the Filipino military in under an hour, and already a second wave was en route to hit the scattered remnants.

The roar of hundreds of engines stirring to life, tracks struggling to grip loose sand and dirt, and the shouts of officers along the beachhead shattered the silence of the fragile State-Filipino border. Mechanized Infantry units and Tank squadrons surged through panic struck Filipino soldiers, who hastily retreated into the jungle



By daybreak 60% of the nation was well controlled by State Military forces, but regrouped and ready Filipino militarists still held the key cities of Manille, Boracay, Angeles, and Pagadian. Filipino nationalists rallied the people, spreading armaments and pamphlets throughout the cities, and by noon the national economy was crippled with nationwide strikes.

Pagadian had been gripped by near immediate marshal law as reports of Xyraeli landing crafts hitting the southern beaches reached the garrison. Trenches were made and barricades set up, tank traps lined the street while drafted Filipino's were forced to lay hundreds of mines in the fields.

General Caharian looked over a hastily modified map showing the remaining Filipino forces. Nationalists had taken much of what the Xyraelites had not. His face was flused red with rage as he paced the tent, lower ranking officers shuffling about busily as they relayed his orders to the field. He wouldn't let this city fall, every one of his men would fight or he'd personally execute their families.

"General Caharian, new orders!" A Lieutenant rushed to him with a sheet of paper, and his eyes skimmed over it quickly before turning to his adjutant.

"Tell the men--" a gunshot rang out, blood splattering across the orders in his hand, soaking the adjutant's face as it gushed from his throat. General Caharian fell to his knees, eyes wrought with terror as another bullet slammed into the adjutants head, spilling brains across the tent. The men rushed to grab their weapons as sniper fire continued to pick off men in the camp. Twenty minutes later the sniper was dead, and the highest ranking Filipino officer in Pagadian was a Captain.



The nationalist flag flew high in the center of Pagadian as insurgents and Partisans alike ambushed key city locations such as police stations, city centers, radio and television stations, and even banks. Within twenty minutes all broadcasts across southern Islas Filipinas had been interrupted with Nationalist propaganda urging Filipino's to rise up. Hundreds more civilians, watching these messages and hearing gunfire outside, drew their weapons and took to the streets. In a matter of hours Pagadian had turned into a lawless mess, and the militarists could not maintain their flanks in the face of a Xyraeli assault.

State Infantry tanks and personnel could be seen on the horizon, and many Filipino soldiers dropped their weapons and sprinted towards their foe hoping to surrender, as the rebels would take no prisoner. Hundreds of Filipino's surrended, and the Captain of the militarist forced shot himself in his tent. It took the Xyraeli forces quite some time to dispel the people, but with the encouragement of partisans and news broadcasts reporting that an interim government was soon to be established quelled the mob spirit of the people. They were tired of constant fear and oppression.

Angeles was in a state of complete anarchy as the military used gunfire in a desperate attempt to put down the rebellion. Riot Police had become de facto soldiers, and Police Officers were infantrymen fighting on the front lines as the first waves of State Infantry snuck into the city from the surrounding jungle. Flashes of explosions and gunfire lit the city long after the power plant was struck by a precision bomb.

Police Officers fired 9mm rounds at well equipped State Infantry soldiers, whose advanced combat suits turned the deadly lead into mere bruises on flesh. Their return fire was much more deadly, .50 cal machine gun fire ripping through Riot Squads APC's armor, massacring those held within. Heavy gunfire continued throughout the night, the brave militarist Filipino's entrenching themselves in downtown Angeles as mortar fire, snipers, and tanks opened fire on their positions. Their AT weapons and HMG's managed to paralyze several tanks and gun down several sections of State Infantry, and they held out for the night.

Manille was no more pleasant than the rest of the nation. Nationalist propaganda from Pagadian had encouraged upset Union leaders to organize heavy industry workers into advance special forces squads, derailing several military train and damaging the water purification plant. Hundreds more civilians, drawn up in a wave of violence, had taken to the streets with whatever weapons they could muster. Heavy police and army resistance managed to subdue the growing disconent in the populace for a while, but there was a growing number of Partisans arriving in secret. The Filipino military decided to establish roadblocks along all roads into or out of Manille, efectively creating a self-contained ghetto.

Marlon stood naked in the cold room with two of his comrades. They shook, fearing for their lives, drugged with strange hallucinogenic mushrooms grown in Xyrael. Two State Infantrymen stood in the room with SS-15's, pointed at the men as they stood against the wall. Marlon looked to his left, his fellow Filipino's head was covered with a black bag. On the table in front of him, another naked Filipino lay strapped to a cold, metal table.

Marlon was drenched with ice water, and he couldn't help but shiver as the air conditioning poured cold air onto him. He watched a man dressed in a black suit approach the man on the table. He looked to the man whose head was covered, then to Marlon, and he smiled. "Welcome to Internal Affairs gentlemen. I hear you're part of a rebel group which has been shamelessly murdering Filipino's." He paused for several moment before his brow furled in anger: "Race traitors. You will tell us where you get your supplies."

"I don't know," Marlon pleaded.

The Agent plunged a syringe into the subjects chest, injecting a hallucinogen into the patient. The flesh made a sickly sound as the needle penetrated an organ, and blood flowed out the tiny wound. "Oh, I believe you all know." He grabbed a small cotton swab and stuffed it into the patients mouth, making sure the man could not speak. "So, are you willing to tell me?"

The man simply shook in a convulsion, and the Agent walked to a cabinet and brought out a simple hammer. "Fine." The hammer slammed into the mans knees, the sounds of bones snapping echoed throughout the room and he continued to beat at them. He tossed the bloodied hammer to the sterile floor as the Filipino screamed in agony, the cruel air conditioning the only companion the poor man had. The agent reached for a taser, and placed the electrodes in the mans wounds. "Pain is so fleeting, so lovely. I hope you enjoy it." He pressed the trigger, sending electric joults into the mans wound, his muscles twisting in agony as they massaged the broken knee caps. The agent let go of the trigger, looking to Marlon. He shook his head, then turned back to the toolbox. He pulled out a nailgun and leaned over the wailing subject, whispering a payer into his ear before crucifying the man to the table with rusted nails. He pushed a button, hoisting the chair into an upright position, and the man proceeded to hang from the table in front of Marlon, who stood in horror as the holes in his hands extended under the weight of his body.

The agent let the chair fall back into a prone position. The victim struggled to cry out his information, but he could say nothing. The cotton swab was now soaked with blood, which was slowly drowning the man. The agent pulled out a scalpel and began to make an incision over the mans chest as he seized from the pain amplified by the hallucinogens. The blade cut off the mans nipple, then cut a hole in his chest. Another agent entered the room to assist with the procedure, and the Filipino man flatlined. The extra agent grabbed a buzz saw and cut through the rib cage, and the other agent massaged the heart until it was beating again. "Oh, poor thing, I won't let you die so easily, I promise."

A State Infantryman brought Marlon closer to the patient, to his head. He kicked his calves, forcing him to his knees before the agent. The agent grabbed the buzzsaw and pressed it to the subjects forehead. "Are you sure you don't know?"

Marlon opened his mouth to speak, but the butt of the shotgun slammed into the back of his head. The man before him had stopped screaming, but the life support showed that he was still alive. The agent activated the saw, and fragments of blood and bone splattered Marlons face and he cut through the skull. It took several minutes, coating his face entirely with blood and bone, and the top of the skull fell into his lap. Before him he saw the brain of a living man, the veins still pulsing feintly. The Infantryman behind him raised his shotgun, and bits of brain clung to Marlons nose as the head was blown away in the blast. Vomit spilled from his mouth and he curled down against the floor in the fetal position, horror filling his mind. The agent grabbed his hair, forcing his mouth against the vomit and blood and brain, forcing him to eat. Marlon refused, and the disgusted agent stood and walked to the other man whose head was covered.

"What do you know?" he asked the prisoner, who simply stood shaking in fear. The agent drew a blade and swiftly cut his throat from ear to ear, blood spilling to the floor in sheets. As the corpse hit the floor, the other agent drew his pistol and unloaded his clip into the body, which shook with every shot. The agent grabbed Marlon's hair and ripped him along the floor to the toolbox.

"What do you know?" the agent repeated. "I have a dozen more of your fellow in the next room, tell me what you know and you can go with God free of sin."

Marlon weeped openly, struggling to keep a hold on his sanity. "Bustos. South plains. Funded us, Bustians. It was orders--" a single lead slug penetrated the mans skull, and his body slipped to the ground.

"Burn their bodies, burn the evidence," the agent ordered, and the soldiers moved quickly to follow.

By the end of the fifth day Manille stood as the last bastion of a failing Militarist government, which was had begun seeking diplomatic paths for surrender, which would only be allowed unconditionally. The Jelsi had been expelled from Cotabato with little fanfare, the Irnotians contained around Talcoban, and hundreds of artillery peices aimed towards Bustian South Plains as Kalibo saw a large military installation constructed outside of it. A new provisional capital was established at Angeles with wild, enthusiastic support from the populace.

Mekkal had sent a foreign dignitary to meet with the interim head of state Rafael Alvarez, the favoured man of the Filipines and a closet Collaborationist with close ties to the State Partisans. Ambassador Xolchi met with Rafael at Angeles, and they discussed many things together, along with a small board of elected Filipino Representatives. From this conference came this treaty.

Creation of a Filipino State

Article I: Filipino Government
     A. All lands taken from the Militarist government will be ceded to the Filipino State.
          1. The State of Xyrael asks that two Xyraeli military installations of negotiable size be allocated for Xyraeli forces at Kalibo and Cebu.
          2. Sovereign Filipino lands may not be given/leased/surrendered to other foreign nations without the consent of the Xyraeli State.
     B. The Filipino State will be recognized as the legitimate government of Islas Filipinas.
          1. The Filipino State will remain a protectorate of the Xyraeli State, until the Xyraeli State sees fit to release the Filipino State.
          2. The Filipino State may institute a government of it's own, provided said government does not consort with enemies of the Xyraeli State.
          3. The Xyraeli State must expend all resources necessary to ensure the economic and political sovereignty of the Filipino State.
          4. The Filipino State must take measures to ensure the racial purity of Filipino's, and hopes that the Filipino's, as fit peoples, seek to make racial bonds with the Xyraelites.

Article II: Military
     A. Xyraeli Involvement
          1. The Xyraeli State will maintain a permanent garrison of no less than 1,000,000 State Infantry forces within the Filipino State.
          2. All fit Filipino citizens must undergo a mandatory military conscription of two years upon completion of mid-level schooling and before university level schooling.
          3. The Xyraeli State will withhold the ability to declare martial law over the Filipino State in cases when such actions are deemed necessary.
     B. Filipino Defense Forces
          1. The FDF will be established to safeguard the stability of Filipino peoples, and will be used only in the defense of the Filipino State.
          2. No more than one hundred thousand men may serve in the FDF.
          3. The FDF will receive the best training the State Military can offer, and the best equipment the State Military can offer, and will be under the direct command of a State Military Commander with the rank of General or higher.
          4. The FDF is limited to the use of 200 tanks, 80 naval vessels, and 100 fighters, and is not allowed to maintain nuclear armaments.

Article III: Economy
     A. Economic Reform
          1. The Filipino government shall model it's economy upon the Xyraeli State.
          2. The Filipino economy may only trade through the Xyraeli Economic Ministry.
          3. The Filipino government will implement a tax throughout her lands, and redirect surpluses to the Xyraeli State which will allocate the funds directly to Filipino Improvement Projects.
     B. Filipino Improvement Projects
          1. The Filipino State will have all former power plants replaced by nuclear reactors, constructed under contract with Xyraeli Electric.
          2. The Filipino State agricultural sector will be subsidized directly by the Xyraeli State, and will receive updated equipment.
          3. The Filipino State will grant all unused animal products, including cattle, dairy, pig, pork, and poultry to the State of Xyrael.
     C. Economic Support
          1. The State of Xyrael will work avidely to maintain economic stability within the Filipino State.
          2. Should economic aid be required by the Filipino State, it will be given as quickly as possible.

Article IV: Alliance
     A. Xyraeli-Filipino Agreement
          1. The flag of the Filipino State will be represented by a union of the Xyraeli State and Filipino State. It will look like this:
          2. The Filipino State will be bound by any Alliances the State of Xyrael has made, and has it's independence clearly guaranteed.
