Is that a Congress that wears a cape and flies around fucking up things even more than the usual Congress?

Is that even legal under the constitution?

Since it's just an aggrandized committee and Congress get's to pick its own internal procedures, it's entirely constitutional. That said, I'm dubious that it'll really do anything to change the current perverse system of incentives that's paralyzing Congress right now. It definitely won't do anything to address the lack of competition in the current electoral system.
