Elvis Presley. From time to time Arthur must return to see if his carefully laid plans have grown true and that is why people still see Elvis even though he's "dead".

well i have many theory's first off lets start with Santa i think when it is not Christmas he is involved in the underground dealings of weapons of mass destruction(nukes) Next bush i believe that he planed sep 11 to get our country behind him in order to finish what daddy started.
