hey me n my friend have just started playing nation states n i was wondering can she join tiajitu  and can the Governor send me the tutorial message

ahmmm yah, by all means, bring your friend inside. In the meantime we'll look for the Governor and think of a tutorial message.  ;D

I believe they mean the welcome message that the delegate sends to new people who've joined.  It gives links to some helpful spots on the forum.

Just have your friend move their nation to Taijitu and they'll get that.  (On your nation's main page, click the link near the top that takes you to your region.  Then click on the link that says "Tired of <region>?  Then move to a new region!"  From there, your friend can choose Taijitu.   :)
