Information on the Ducal Council

In-character, the Ducal Council contains one representative for each duchy of Novmir. In practice, this means that every player who controls a duchy decides how their councillor votes. Not all councillors have to be controlled by a player. In most cases, when a vote of the Ducal Council is held the votes of any councillor not controlled by a player are decided in proportion to the votes cast by players. The votes of particular councilmen, however, may be overridden is there is a compelling in-character reason for them to vote otherwise. Finally, remember that these provisions may changed based on what happens in-character.
