Custom Tags for Discussing Legislation

So I've finally gotten off my butt and added proper custom tags (as opposed to our old kludge of abusing the censorship filter) for [in]proposing the addition of a section[/in] or [st]proposing the deletion of a section[/st] from a piece of legislation under discussion. Their use is as follows:

[st]Strike out something here![/st]
